The Chiss Parliament was the Primary legislature of the Chiss people. It actions were overseen by the Council of Families, the colective of House Aristocras and special advisers.


Structure

The Chiss Parliament was divided into an elected Chiss Senate and a Chiss Cabinet, who are representatives of the ruling families. Neither the Chiss Parliament nor Fourth Chiss Ascendancy exercise control over each other.

Ideology

  • Progressivism:

It is a subject that is likely to cause continued debate for sometime. What is the Progressive Point of view? Briefly it should be understood as an umbrella term. It is the point of view that while generally, historically, the Chiss people were largely removed from other cultures it is often ignored that Chiss culture is a long one that had to adapt to a hostile climate. Chiss had to work together, do, or do not and die. Thankfully What would become Chiss endured and did not die. The Chiss went on, like many other races, because it was able to adapt and overcome that what would threaten it's own survival. It created great houses and fantastic social networks . A noble feet to be sure.

The Progressive Point of view is pragmatic and part of its charm is the claim that is asserts it is far more pragmatic that Chiss Traditionalism.

It endeavours to reflect many Chiss values but it must do so in a current social, economic sphere while learning from the mistakes of the past. It claims unlike many strains of Chiss traditionalism is far more practical because it understands well that that Chiss communities are no longer isolated, or removed from general galactic doings.

How much in line are traditional Chiss communities with chiss traditionalism? Is a key Question. For Progressivism the answer is far more subtle because it claims that a true Traditional reply never be realised in the current galactic state which communities are found. The implication therefore is Chiss Traditionalism reduces to Constructivism at best and to be effective it leads to a watered down case of Progressivism.

Equally Important the progressive Chiss fully grasps the need to work with non-chiss in mutual benefit with respect. Chiss or Non-Chiss alike. Further, the progressive Chiss is far more accepting of Non-chiss joining it's ranks even in positions of leadership. Why? not anyone will do, but trusted, loyal and respectful person or persons. But is less likely to run the risk of falling foul to racism. The Progressive Chiss like its Traditional Cousin claim respect for loyalty, duty and honer but differ in that times have moved on.

A “pure” functional Chiss Community is becoming an increasing rarity, the galaxy is becoming smaller.

This then is the progressive way of thinking. That Non-chiss can be brothers and to be a brother is to be Chiss, a progressive Chiss. Contrary to poor propaganda it to as seeds in Chiss soceity those it as not always been the most popular. A progressive chiss is Progressive because he or she still believes to have the power to adapt.

Many Chiss that follow the progressive chiss way, make the case. That amoung the reasons for the fall, a reduction to letting outsiders into chiss soceity and leadership is a fallacy. In fact what added to the fall, was a failure to understand non-chiss and chiss alike. Hence the case of insularity as weakness and strength.

  • Traditionalists:

The Traditionalist places a great emphasis on Chiss Heritage and that the root of that heritage is a shared history. Traditionalist believe that Chiss are a race and that has an important meaning. Some traditionalists make allowances for recruiting nonchiss, but only those individuals who have shown a great commitment to the Chiss are invited.Traditionalists also believe that what makes the Chiss strong are the ancient institutions and community cohesion which made the Chiss great and that to change these in any significant way would be a betrayal of Chiss Heritage.

Political Parties

  • Chiss Confederate Party (Militant Progressive) - Chairman: Vito Royan

This party is one of two parties that predates the reformation of the parliament and the only one which predates the parliament itself. Its founder was an unknown Chiss by the name of 'Ghost'. It has adopted the Progressive view of Chiss Politics with the addition of a militaristic view.

  • Chiss Revolutionary Party (Militant Traditionalist) - Chairman: Klaa`tu Xaal(dissolved)

This Party was formed before the reformation was even announced and has emerged as the militant wing of Traditionalism.

The product of the merger between the Csillan Nationalist and Norsefire Parties(both Traditionalist) have made it the standard bearer of Traditionalism.

  • Chiss Centralist Party (Moderate) - Chairman: Kell Zhaan (dissolved)

This party was the first of the centrist parties, emphasizing Chiss Unity.This party dissolved after an election loss.

This Party is a highly popular moderate party that has shown the ability to draw Progressives and Traditionalists.

  • Knights Solar Party (Militant Progressive) - Chairman: Jos`olu Sabosen (dissolved)

The only political party led by someone who is imprisoned, the KSP was known for its proposed Charter and plan to create a Senate Guard. This and other proposals failed. It only efforts were its success in getting traditionalist candidate Gellert von Falkenstein elected.It has dissolved after they stopped receiving messages from their chairman.

The party that advocates for the participation of nonchiss in all aspects of Chiss Society practices what it preaches by having a nonchiss as its Chairman. The Defel, while unable to vote himself,has shown skill in mobilizing a large bloc of progressive voters and building a progressive coalition with Vito Royan's experienced Confederate Party.

This party characterizes itself as Progressive but also aims to build a bridge with progressive and even traditionalists in the name of Chiss unity.

History

Origins

The roots of Chiss Parliament can be said to be the Agreement of Civility signed between the Chiss Ascendancy-in-Exile and The Chiss Ascendancy signed on Day 204 of Year 12.

In the period which followed, tensions continued to ebb and flow. Eventually a movement grew that called for increased cooperation, despite the political divide. Pressured by this movement (led by the resurgent House Nakesh), Aristocra Drak`ora Sabosen and Aristocra Flar Gar met and worked out a new cooperative Chiss framework. Rather than merging their organisations, the talks created a new organisation. It was decided that this organisation would consist of representatives of all notable chiss in the galaxy.

Reorganization and Elections

In order to invigorate interest, Aristocra Drak`ora Sabosen proposed a new strtucre for the Chiss Parliament. The Parliament would have a Chiss Cabinet and Chiss Senate. The Chiss Senate would be created first and would have 5 seats which would be contested in an election.After a election involving 9 candidates and 7 political parties, five candidates were chosen.

First Session(Year 13 Day 93 - Year 13 Day 135)

Senators:

The first session was characterized by the laying of critical groundwork. In addition to ratifying the Chiss Charter and the Chiss Legal Code, a bill that revived the Chiss Expansionary Defense Force was proposed and passed. The first session when one senator disappeared and the Chancellor declared an Leave of Absence, and lost his mandate, as per the charter.

Second Session(Year 13 Day 138 - Year 13 Day 146)

The second session began with the disappearance of Krov Nuroudo and a second emergency election. Xu Xlaar Vivian formed the Chiss Progressive Party, hoping to strengthen the Progressives in the Senate. He was challenged by Independent Hura`tow` Nakesh , who took the traditionalist position. A mobilization of Traditionalist voters allowed Hura`tow` Nakesh to win the election by a large margin. However his bid to become Chancellor failed when Vito Royan received the majority of votes in the Chancellor election.

Third Session (Year 13 Day 146 - Year 13 Day 164)

The third session was rocked by accusations of ineffectiveness and inactivity. Senator Vito Royan became too busy with running Horizon Tactical Armaments to be present for Chiss Senate votes. Then Senator Klaa`tu Xaal was reported to have stolen 300 million credits from the accounts of Corporate Alliance. This new scandal rocked an already shaken confidence in the Chiss Senate. The Council of Families voted to suspend upcoming elections and integrate the Chiss Parliament into the restored Chiss Ascendancy, the goal being to eventually resume Senate business as part of the Restoration process.

Chiss Charter

Preamble

We, the undersigned, do hereby ratify this document for the growth and stability of the Chiss Community.

Article I: Ruling Families

Section i) The Ruling Families are a familial hierarchy responsible for administrative aspects of Chiss Affairs, with each participating Chiss House overseeing one of more aspects.

'Section ii)' Each Chiss House consists of an Aristocra, an heir, siblings, Merit-adoptives, and trial born. The Aristocra, heir, and alternate heir must be Chiss for it to be a legitimate Chiss House. An Aristocra is legitimate if they lead a Chiss House.

Section iii) The Chiss Houses, which are the senior overseers of Chiss Affairs, meet in a collective called the Council of Families. For a Chiss House to join the Council of Families, it must be accepted by a unanimous vote of the other Chiss Houses represented in the Council of Families.

'Section iv)' The Council of Families makes appointments to the Judicial Circuit. These appointments must be approved by the Chiss Senate.

Section v) The Council of Families has the right to declare a "State of Emergency" in which a vote on a proposed bill must made within less than 24 hours. The State of Emergency expires after 7 days, and must be renewed by vote of the Parliament. No other powers are granted to the Council of Families by this declaration.

Article II: Chiss Parliament

Section i) The Chiss Parliament consists of the Chiss Senate and the Chiss Cabinet.

Section ii) The Chiss Cabinet consists of representatives to the Parliament appointed by the Council of Families. These are lifetime appointments. Cabinet members cannot be Senators.They can only vote in matters which require a full Parliament. Each Chiss House gets one vote in the Cabinet.

Section iii) The Chiss Cabinet may submit bills, on behalf of either a Chiss House or the Council of Families, but cannot vote on them or any other bills in the Senate.

Section iii) The Chiss Senate is the primary legislative body of the Parliament. Senators can vote on bills, which pass by simple majority. The term of a Senator lasts 6 months. Senators cannot be Aristocra.

Section iv) The Senators elect one of their number to be Chancellor. That Chancellor is still a Senator, but also acts as a facilitator and speaks on behalf of the Senate in public. Chancellors may only serve two consecutive terms and must maintain "a mandate" by having the support of the majority of the Senators. The Chancellor may be removed if the majority of the Senate votes "yea" on a No Confidence vote.

Section v) Voting lasts for 24 hours after the last debate with the top x candidates getting the seats, where x is the designated number of Senate seats. Only a Full Parliament Vote can change the number of Senate seats.

Section vi) If a Senator is suspected of violating Chiss law, a fellow senator may request an impeachment vote(with accused Senator abstaining). If the vote is passed by the majority of the Senate, then a trial occurs. If the senator is found guilty, then they are declared "unable to fulfill their duties".

Section vii) If a Senator becomes unable to fulfill their duties, then a new election is held for that seat.

Section viii) No Political Party is allowed to have a majority in the Senate.


Article III: Rights

Section i) All Chiss who are not guilty of violating Chiss Law are eligible to vote.

Section ii) All Chiss have Freedom of Religion.

Section iii) All Chiss have Freedom of Speech.

Section iv) All Chiss accused of violating Chiss Law have the right to a trial, and are innocent until proven guilty.

Section v) All Chiss have the right to Self Defense.

Section vi) All powers not delegated to the Council of Families or the Chiss Cabinet, are vested with the Chiss Senate.

Article IV: Judicial Process

Section i) The Judicial Circuit shall appoint a Judge designated “Justiciar” to serve as Judge for the trial. The Judicial Circuit shall also appoint an Advocate to represent the Chiss. The accused can name whomever they wish as their advocate, as long as that individual is in good standing with the Chiss. In the case that the accused is unable to obtain an advocate, the Judicial Circuit shall appoint one.

Section ii) The Justiciar will propose whether the trial be held via holonet or in an available courtroom. Once the State Advocate and Advocate for the Accused agree on a format and start date, the trial begins.

Section iii) The Justiciar informs the accused of the charge(s) against them. If the accused pleads “guilty”, then the Justiciar will inform the accused of their punishment. If they plead “Not Guilty”, the trial will go to the next stage.

Section iv) When a Justiciar receives a case, they will determine if a trial is required. If so, then both the state and the defendant will present their evidence.

Section v) Once the trial proceeds, the State Advocate and Advocate for the Accused take turns Presenting their evidence. After opening statements, they may call witnesses. If they call witnesses, they will take turns questioning them. After the Advocate who called the witness speaks to them, then the other Advocate may question the witness.The trial is closed by each advocate making a closing argument. The Justiciar reviews the trial and all evidence and renders a verdict on each specific charge.

Section vi) All trials will be recorded. Any trials whose contents are deemed classified will be declassified after three months, unless overridden by the Judicial Circuit. The declassification process can only be extended to one year after end of the trial at maximum.


Article V: Amendments

This Charter may be amended only if a proposed amendment passes in the Senate and the Cabinet. Amendments may be proposed in either the Senate or the Cabinet.

Legacy

The Chiss Parliament attempted to force Traditionalists and Progressives to put aside their differences and work for the common good. Although the death blow was dealt by lack of interest, some have argued that partisanship also played a role.

Its ultimate success was the rise of a new engergetic Centralist movement while not strong enough to challenge both political wings, was gaining strength and drawing support from dissafected Chiss of both philosophies. The centralist movement was more an idea than an actual organisation, and some hoped that Centralists could force all Chiss to come together to work out a framework which could benefit all Chiss.

Which it did in Year 13, at the Chiss Convention.
