The Council of Native Races is a fraternity of galactic nonhuman species. It's purpose is to advocate the economic and cultural interests of indigenous communities.

History

Council Chamber

The leadership of the CNR is known as the "Council Chamber".It consists of at least one representative from each member community.Their purpose is the coordination of CNR policy.

Charter

We the Undersigned Native Communities of the galaxy assembled,


RECOGNIZING the need for protection of the economic and cultural interests of the native races of this galaxy,


do hereby establish the COUNCIL OF NATIVE RACES (hereafter referred to as CNR).The purpose of the CNR is to advocate the economic and cultural interests of indigenous communities.


Article I) Organization of the CNR The CNR is organized with the following offices:

1) Premier The Premier is the leader of the racial community and represents them on the Native Council, the common body that consists of all the Premiers.They are selected by the laws of their communities and may only be removed by their communities.This title only applies to the CNR hierarchy, but does not nullify any titles or ranks granted to them by their racial community.

2) Deputies Deputies are the trusted advisers appointed by a Premier.They may vote on behalf of the Premier in the Premiers absence, and with the approval of their racial community as understood by their laws.They may comment on or propose actions for the CNR; but only with the consent of their racial community(according to its laws).

3) Consuls Consuls are the common members of the racial communities who have not been given access to the Native Council by their Premier.

Article II) Types of assistance

The CNR supports mutual assistance of the following forms:

1) Cultural

Providing Historical information

2) Economic

Defined as financial assistance, facility access,datacard usage, and sale discounts.

3) Logistics

Defined as starship and vehicle rentals,personnel,and raw materials.

4) Tactical

Defined as providing weapons,troops, and support in any combat operations.

Article III) Rights of Participant Groups

Racial communities who join the CNR have the rights below. In no way can a group's rights be used to supersede another Native Community's rights.

1) Freedom of Speech

This is defined as the freedom to speak freely about their opinions on any issue.

2) Freedom of Faith

This is defined as the exercise of their religious practices.

3) Pursuit of Prosperity

This is defined as the economic means a community uses to become prosperous may not be taxed for any reason.

4) Right to Self-Protection Each community has the right to provide for its own defense by whatever means it deems necessary.

5) Right of Nullification

A racial community may refuse to receive or offer mutual assistance as long as its reasons are explained to the Native Council.

6) Right of Secession

Groups shall have the right to leave the CNR FOR ANY REASON without fear of reprisal.

7) Right to Trial by Peers

All members of the CNR will be judged by trials conducted under the laws of their racial communities and the CNR will recognize the verdict of these trials.

Article IV) Addition and Removal of member groups

1) Addition of new groups

New Groups may be added of one group proposes their membership, and another approves their membership by "seconding" the choice proposed.If no one opposes, then the group is accepted.If their is opposition, there will be a debate and vote cycle until a consensus is reached("abstain votes will not be counted" ) .

2) Removal

Member groups may face a removal vote if the Council determines that their actions deem a security risk to one or all of the other CNR member groups.At least a 2/3 of the Council must vote in favor of removal for the group to be removed(abstain votes may not be counted and the group in question abstains by default).

Article V) Amendments

Amendments may be proposed by any member of the Native Council , whether Premier or Deputy.However a consensus vote is required before the amendment will be passed.If an amendment fails after three attempts it is dropped.As in all matters, each racial group gets one vote on the matter.
