The Empire-in-Exile is a military force formed in opposition and competition to the Galactic Empire, claiming that the dynasty established after the Fourth Galactic Civil War is illegitimate and supporting former Executor Orphaea Imperium as the legitimate successor to the Imperial throne. The formation of the Empire-in-Exile represented the commencement of a new Imperial Civil War, the fifth since the Empire’s formation in 10 BCGT.

Ideology

The Empire-in-Exile follows a more egalitarian form of traditional Imperial ideology, in particular eliminating non-human based discrimination and loosening economic and security controls.[1] Initiatives include the "Victory Without War" programme focused on developing diplomatic and economic relations regardless of prior alliances and affiliations, and a more open and inclusive approach to leadership and foreign relations described as the “New Order with a Personal Face”. Other changes include the establishment of a force alignment-neutral paramilitary association called the Imperial Knights, which allows members to follow light, grey, or dark side teachings in the force in the service of the Empire based on preference. The sum of these changes has been desribed as "Empire 2.0".

History

Conclusion of the Fourth Imperial Civil War

At the close of the Fourth Imperial Civil War, Emperor Vodo Bonias resigned in the face of then-Grand Moff Orphaea Imperium’s successful coup d’etat and the defeatest Imperial High Command’s unwillingness to accept the catastrophic losses that would result otherwise. At the negotiations bringing an end to the conflict, Imperium declined the throne for himself (claiming that the throne should be earned by right rather than by force), and Thomas Cherokee ascended to the throne with Imperium as Executor.

Shortly afterwards, Cherokee reneged on the agreement, demoting Imperium to Grand Moff (although no longer the senior officer of regional government) and appointed his long-time advisor Guinar Ndengin as Executor. While disappointed, Imperium acquiesed, recognising the need for stability and a peaceful transition after the years of domination by Bonias, and recognised that Cherokee might be able to provide that stability.

I'd be lying if I said I wasn't a bit disappointed. But I know why it had to happen. I'd think you were lying if you said you weren't. ... I'm happy to stay around, but I have one condition. Well, a request. Be a damn good Emperor - if I never make it there myself, at least history will prove I was right.

Orphaea Imperium and Thomas Cherokee

However, tensions remained, with the leadership untrusting of Imperium and restricting his activities, and Imperium frustrated at his inability to serve to his ability due to these restrictions (such as being prevented to wage battle for territories on the basis of his membership of the regional government branch, despite having the most successful aggressive command record of any then-serving Imperial, and the later loss of such conflicts by officers appointed by the throne). Imperium’s opponents eventually seized the opportunity to remove Imperium from Imperial High Command altogether, appointing him to an advisory position not unlike those used by Bonias to isolate internal political opponents and troublemakers, and a disillusioned Imperium resigned shortly thereafter.

Despite these personal conflicts, the Empire at large was generally prosperous, including the acquisition of the territories of the Ailon Nova Guard by the Empire, and Cherokee passed the throne to Ndengin in due course.

Despite commencing his reign with the Empire at the peak of its diplomatic, military, territorial and economic success, Emperor Ndengin supervised the decline of the Empire to its lowest point in over a decade, with two events in particular cementing its descent.

Collapse of the Imperial Union

The first of these was the complete disintegration of the Imperial Union, with every constituent faction other than the Empire resigning membership,[2] before subsequently unifying as the neutral Galactic Concordiate.[3] Imperial diplomats claimed that these events were due to disagreement between the constituent states regarding military defence contributions, however reports from senior officers of the Galactic Concordiate states indicated that relations had deteriorated since Vodo Bonias’ abdication due to the attitude of Imperial officers towards the other states as subjects rather than equals, and singling out then-Executor Seele for particular scorn.

The loss of its material allies resulted in the Empire being effectively diplomatically isolated from the rest of the galaxy, resorting to [with minor governments] the Anzatan Commonwealth[4] and Tresario Star Kingdom[5] (both of which had been overlooked by most other powers) and Black Sun[6]. The Imperial Union, once the greatest galactic alliance in living memory, became a distant third to the other diplomatic superblocks, the Galactic Alliance and the new Concordiate.
