High Command Ranks (HC-1 - HC-6)
The Emperor is the highest authority in the Empire.
Officers holding a High Command rank sit on Imperial High Command and are typically in charge of a branch or a significant department of a branch of government (e.g. the Minister for Industry with the Directors of Production, Extraction and R&D).
Command Ranks (C-1 - C-5)
Officers holding a Command rank are generally in command of a unit or other group or subdivision less than a branch or department (e.g. an Admiral in command of a Fleet or Legion, answering to a senior Admiral of High Command rank on Imperial High Command and in charge of the entire Imperial Navy. Ministry of Industry command staff may lead nationalised factions or subdivisions thereof.
