The Empire-in-Exile is a military force formed in opposition and competition to the Galactic Empire, claiming that the dynasty established after the [[Fourth Galactic Civil War]] is illegitimate and supporting former Executor [[Orphaea Imperium]] as the legitimate successor to the Imperial throne. The formation of the Empire-in-Exile represented the commencement of a new Imperial Civil War, [[Fifth Imperial Civil War|the fifth]] since the Empire’s [[History of the Galaxy|formation in 10 BCGT]].

==Ideology==

The Empire-in-Exile follows a more egalitarian form of traditional Imperial ideology, in particular eliminating non-human based discrimination and loosening economic and security controls.<ref name="Formation GNS" /> Initiatives include the "Victory Without War" programme focused on developing diplomatic and economic relations regardless of prior alliances and affiliations, and a more open and inclusive approach to leadership and foreign relations described as the “New Order with a Personal Face”. Other changes include the establishment of a force alignment-neutral paramilitary association called the Imperial Knights, which allows members to follow light, grey, or dark side teachings in the force in the service of the Empire based on preference. The sum of these changes has been desribed as "[[Empire 2.0]]".

==History==

===Conclusion of the Fourth Imperial Civil War===

At the close of the [[Fourth Imperial Civil War]], Emperor [[Vodo Bonias]] resigned in the face of then-Grand Moff [[Orphaea Imperium]]’s successful coup d’etat and the defeatest Imperial High Command’s unwillingness to accept the catastrophic losses that would result otherwise. At the negotiations bringing an end to the conflict, Imperium declined the throne for himself (claiming that the throne should be earned by right rather than by force), and [[Thomas Cherokee]] ascended to the throne with Imperium as Executor.

Shortly afterwards, Cherokee reneged on the agreement, demoting Imperium to Grand Moff (although no longer the senior officer of regional government) and appointed his long-time advisor [[Guinar Ndengin]] as Executor. While disappointed, Imperium acquiesed, recognising the need for stability and a peaceful transition after the years of domination by Bonias, and recognised that Cherokee might be able to provide that stability.

Orphaea Imperium and Thomas Cherokee

However, tensions remained, with the leadership untrusting of Imperium and restricting his activities, and Imperium frustrated at his inability to serve to his ability due to these restrictions (such as being prevented to wage battle for territories on the basis of his membership of the regional government branch, despite having the most successful aggressive command record of any then-serving Imperial, and the later loss of such conflicts by officers appointed by the throne). Imperium’s opponents eventually seized the opportunity to remove Imperium from Imperial High Command altogether, appointing him to an advisory position not unlike those used by Bonias to isolate internal political opponents and troublemakers, and a disillusioned Imperium resigned shortly thereafter.

Despite these personal conflicts, the Empire at large was generally prosperous, including the acquisition of the territories of the [[Ailon Nova Guard]] by the Empire, and Cherokee passed the throne to Ndengin in due course.

Despite commencing his reign with the Empire at the peak of its diplomatic, military, territorial and economic success, Emperor Ndengin supervised the decline of the Empire to its lowest point in over a decade, with two events in particular cementing its descent.

===Collapse of the Imperial Union===

The first of these was the [[Imperial_Union#Internal_Dissent|complete disintegration of the Imperial Union]], with every constituent faction other than the Empire resigning membership,<ref name="Imperial Union Dissolution" /> before subsequently unifying as the neutral [[Galactic Concordiate]].<ref name="Galactic Concordiate Formation" /> Imperial diplomats claimed that these events were due to disagreement between the constituent states regarding military defence contributions, however reports from senior officers of the Galactic Concordiate states indicated that relations had deteriorated since Vodo Bonias’ abdication due to the attitude of Imperial officers towards the other states as subjects rather than equals, and singling out then-Executor [[Seele]] for particular scorn.

The loss of its material allies resulted in the Empire being effectively diplomatically isolated from the rest of the galaxy, resorting to [[http://holocron.swcombine.com/wiki/Imperial_Union#Reformation|signing with minor governments]] the [[Anzatan Commonwealth]]<ref name="AC Joins IU" /> and [[Tresario Star Kingdom]]<ref name="TSK Joins IU" /> (both of which had been overlooked by most other powers) and [[Black Sun]]<ref name="BS Joins IU" />. The Imperial Union, once the greatest galactic alliance in living memory, became a distant third to the other diplomatic superblocks, the [[Galactic Alliance]] and the new Concordiate.

===Bending the knee===

The second event was the kidnapping of Seele by [[Syn]]], second-in-command of the Eidola Pirates. Seele had been lured to Eidolan territory and subsequently arrested and held for ransom for the princely sum of one of the Empire’s prized [[Super Star Destroyers]].<ref name="Eidola - Seele Ransom" /> Despite vocal protests by the Imperial rank-and-file and Imperial supporters elsewhere, quoting Seele himself that "no one is indispensible", Ndengin became the first Emperor to bend the knee to pirates, delivering the Super Star Destroyer now known as the [[Ragnarok]] to Eidola.<ref name="Eidola - Ragnarok" /><ref name="GE - Ragnarok" />

This action caused great dissent within the Empire and dissatisfaction outside, with several Imperial officers retiring in protest shortly afterwards.<ref name="Lane Leaves GE" /> Much of the blame also fell on Imperial High Command, which was considered by many Imperials to be composed based on personal loyalty to Ndengin and Seele, and/or lack of personal influence to pose a challenge to the established leadership. Self-aggrandizing justifications by Ndengin and Seele after the fact fell on unsatisfied ears.

===Dissent and creation===

It was approximately at this time that serious thoughts of revolution began to ferment. Several loose organisations formed within the Empire with the objective of overthrowing the throne and installing more competent leadership, with one such group approaching the retired Orphaea Imperium for leadership and guidance. This quickly led to offers of support from both inside the Empire and outside, from other former Imperials who were dissatisfied with the leadership (some of whom had retired for this reason) and others who were supportive of the Empire, but who had been dismissed by the leadership and remembered the egalitarian Imperium’s service.
Despite the circumstances behind his departure, Imperium’s willingness to wage war against the Empire he had helped build was lacking, and while he encouraged the groups to unify in message, he also opened discussions with the throne in the hopes of acting as an intermediary to help address the dissent. As was to be expected, Ndengin lacked the strength of will to address the issues causing dissent in any meaningful way, and Seele was openly scornful of the protests and Imperium’s push for peaceful resolution.

While support was strong, the intransigence of the Imperial throne and the absence of a willing leader in Imperium led to the movement going quiet, with its supporters in the Empire resigning to other pursuits or moving further underground. Imperium himself returned to his own pursuits.

With the issues within the Empire remaining unaddressed, the Empire continued further into stagnation, with numerous officers departing or being discreetly pushed to leave and many others making plans to leave in the event that Seele or another of those members of Imperial High Command seen to be puppets ascend to the throne. A handful of the original dissenters who approached Imperium remained in contact, and eventually Imperium was swayed that the leadership of the Empire had failed, and those claiming to lead would not be removed through diplomatic means.

While the furor and support post-kidnapping had dulled, as the senior most Imperial officer serving at the establishment of the post-Bonias regime that was not irrevocably tied to the current regime and its woes, Imperium saw his duty to re-establish legitimate Imperial leadership and declared the formation of the Empire-in-Exile on Year 15 Day # with himself at its head, with the objective of restoring competent and legitimate leadership over the Galactic Empire by whatever means necessary.

==Government and Politics==

The Empire-in-Exile is an absolute monarchy with the Emperor-in-exile as monarch, advised by an appointed Moff High Council. The Prince Regent serves as commander-in-chief and heir presumptive, while the senior government officer of the Council is known as the High Moff and serves as head of government. Each member of the Council bears the title of Moff in addition to their standard civil or military rank; unlike prior iterations of Imperial structure, governance of a sector is no longer a prerequisite to serving on the leading council, nor is it a guarantee of appointment.

Civil services are loosely organised under four departments:
* the [[Imperial Mission]] serves as the diplomatic and information arm of the government;
* the Resources and Engineering Corps supervises infrastructure and resource operations;
* the Department of Defence Materiel manages hardware research and procurement; and
* the Merchant Marine handles civilian transport and logistics.

==Economics and Territory==

As an exile movement, the Empire-in-Exile has not invested significantly in territorial dominance, preferring to operate on a more mobile basis. However, the Empire-in-Exile does maintain control of the the Fakir Sector, including the significant Yirt-4138-Grek-12 shipyard complex.

==Foreign Relations and Military==

The Empire-in-Exile seeks to maintain positive relations with all groups which are not overtly opposed to it in the Imperial Civil War, including those factions which would traditionally have been foes. The Empire-in-Exile maintains a full diplomatic advisory service with travel advice for its citizens.

Like other Imperial factions, the Empire-in-Exile maintains a navy, army, and intelligence service. Unlike other Imperial factions, members are encouraged to specialise in a particular field (e.g. fighter command or capital ship command) rather than progressing between specialisations based on rank. The Empire-in-Exile also maintains a force-based paramilitary organisation, the [[Imperial Knights]] which, while somewhat cloistered for training purposes, are encouraged to maintain relationships and continue service in their prior capacities where possible.

Emperor McCarthur sits, making his usual weekly propaganda speech to the people of the galaxy.
Suddenly, the holonet transmission flickers, fades, and is gone. After a moment, a new person takes the place McCarthur previously had been.

The new person has a bald head, and has a replacement electronic prosthetic left eye. Closer inspection shows that what can be seen of his body is encased in a metallic exoskeleton.
He speaks.
"Some of you may know me. My name is Roy Starkiller, head of the Starships Division of Renegade Inc. I come to you with an announcement.
Renegade Inc.'s leader, The_Merc, after a short period of absence, has decided to hand over the reins of Renegade Inc. to me. Finding time to lead us has become increasingly difficult for him, so he has decided to step back and take a less active role in the group."

"I have much respect for him, and must say that I have some very big shoes to fill."
Roy turns to look at someone, obviously off camera.
"My time here is over. No need letting the Empire know where we are."
Roy nods back to those off screen. Suddenly, sparks fly from your holonet tranceiver, a small puff of smoke follows, and the picture fades out.
