Ancient History

A long time ago, a bloodthirsty gangster seized power in the Thokos system. Many lawmen and civilians died trying to kill or escape from the fiend, and it seemed all hope was lost. A group of villagers on Thokos transmitted a plea to other worlds and promised a reward of precious crystals to anyone who could help. Many months passed before a one-eyed stranger carrying a long, glowing spear arrived by starship. She faced the villagers and said, "I will dispose of your oppressor. But first, you will show me the crystals so I can see they are authentic."
"How can we know you will help us? How can we know you won't kill us and steal the crystals?"
"I am a hunter, not a liar, assassin, or thief. Our word is our contract, and I always honour a contract."
The village leaders brought forth the crystals. The hunter examined the crystals, found them satisfactory, and departed for the gangster's lair.
Three days later, as night was falling, the hunter returned, clutching her spear in one hand and the gangster's head in another. The hunter was limping, and she used her spear as a walking stick to guide her progress. A wide bandage covered her one eye. "My prey blinded me," she said, "but my job is done. You will give me the crystals, and I ask one of you to guide me back to my starship."
But the leader of the village saw an opportunity to deceive the hunter. He gave her a bag filled with small, worthless stones instead of the promised crystals. Scheming to take her ship as well, he said his people could not guide her to her ship until daylight, but he invited her to join them in celebrating the gangster's death. As the celebration proceeded, the villagers did not notice the hunter limp away into the surrounding darkness, taking the bag of stones with her.
Later that night, the village leader collapsed upon the ground. The other villagers bent over his unconscious body and discovered he had been stunned by a single small stone. And then they heard the hunter's voice from the shadows.
"Your leader attempted to cheat me of the crystals that I earned. My injuries and loss of vision have not affected my aim. I have many stones, enough for each of you. Bring me the crystals, or when your leader awakens, he will find all of you dead."
The villagers looked at each other and trembled. One cried out, "What kind of monster are you?"
The hunter sighed before she answered, "Not the kind who would break a contract."

Republic Era

Bounty hunting syndicates have existed as long as time, providing their local communities with the assurance that wrongdoers would be tracked down and brought to justice even in times of chaos and disorder. Many syndicates maintained territorial rights over their own jurisdictions; others specialised in particular aspects of the trade and travelled to where their unique skills were needed.
The first recorded bounty hunting syndicate was Trandoshan, and indeed many of the earliest known syndicates originated from cultures that celebrated the hunt, such as the Gand and the Rodians. At various times in the past, these groups banded together into mutual associations that pooled resources, established territorial boundaries, and moderated disputes. These were the first Bounty Hunter Guilds, although a permanent institution like the Guild we know today was not established until the Ruusan Reformations.
Conflicts had begun to arise, as the bounty hunting syndicates were not coordinating with the Jedi Order and sometimes found themselves in pursuit of the same targets. This prompted the Galactic Senate to demand a better-organised agency. Thrassk of Trandosha, Teesoo of Rodia, Saya Ksi of Ryloth, and Keekrim Pon of Corellia answered the Senate's call and composed the Bounty Hunters Creed. Under the tenets of the creed, the modern Bounty Hunters Guild was chartered.
Combine Age
Throughout most of the Great Reunification period, the Bounty Hunters Guild was directed by House Salaktori. But since the fall of the Republic, the rise of the Empire, and the upheavals of the Second Galactic Civil War, the Bounty Hunters Guild has seen no less than seven administrations.

Syndicates
Just as in the past, the modern Bounty Hunters Guild is a mutual association of semi-independent chapters, each of which prides itself on a unique identity. The most influential of these houses directs the greater guild, with the consent of the other syndicates, to ensure the common welfare of the industry.

Bounty Hunters Creed
⯐ People don't have bounties; only acquisitions have bounties.
The first tenet is the most important, for this is the cardinal rule that makes the entire bounty hunting industry possible. People are here defined as sapient citizens of the galaxy, those who abide by the law and are entitled to fundamental rights which are to be respected. But those who have earned a bounty are no longer persons; their lack of respect for the rights of others has transformed them into the commercial product of the bounty hunter. They have become nothing more than merchandise.
⯐ Capture by design, kill by necessity.
A bounty hunter is not an assassin or a mercenary. They are agents of law and order, and when they pursue an acquisition, they deliver it to the client alive and unharmed. Unless the client specifically requests them to be dead.
⯐ No hunter shall slay another hunter.
When in pursuit of an acquisition, a bounty hunter will equip their tracking fob so that it can be seen by other hunters. A Guild hunter will not direct harm at any individual who is displaying a fob, unless that individual is an acquisition. Hunter lodges settle disputes between hunters.
⯐ No hunter shall interfere with another's hunt.
Disputes between hunters and syndicates are meaningless compared to the bondsman's responsibility to the client. Any act that prevents the Guild from fulfilling its obligations places the entire industry in danger.
⯐ In the hunt, one captures or kills, never both.
The merchandise belongs to the client. Protect the acquisition until it has been turned over to the bondsman and permit no harm to befall it.
⯐ No hunter shall refuse aid to another hunter.
If you encounter another hunter, offer them any reasonable assistance you can. Report fugitives that are not your assigned acquisitions so that the appropriate hunter can bring them to justice sooner.
