Description

The Hutt Grand Council, also called the Council of Elders, is the ruling political body of Nal Hutta and the Hutt species. Seats on the Council are typically reserved for those considered by their peers to be the most prominent Hutts and those who can trace their lineage back to their ancient homeworld of Varl. Each member of the Council is the Lorda of their own Kajidic, Clan, or Family, and there are five seats on the Council.

History

Following the Hutt Cataclysms, the Hutt race saw the immediate need for a governing body that would guide the race to prosperity; thus, the Hutt Grand Council was formed. Five council seats were created, and each seat given to the leader of only the most prominent Hutt Clans. Throughout history, the Council has been a major political force in the Outer Rim. Once ruling over a Hutt Empire, the Council now has become more commercially driven, rather than expanding its influence through war. Seeing the rise and fall of an Empire teaches many lessons, and the longevity of the Hutt race allows those lessons to truly be learned and absorbed. The Hutt Grand Council disbanded during the dark times, but was reestablished by Budai Gautama Tiure, Percilia Kajidic, and Forkallo Gejalli Masi.

In modern times, the Hutt Grand Council has become the local authority in Hutt Space, as well as the authority over the Hutt Kajidics.

Laws

Section 1. Blood & Slime Laws (Laws between Hutts)

1. No Hutt shall actively attempt to undermine, damage, or kill another Hutt, Kajidic, or Clan, who is on good standing with the species, whether it be through political, commercial, or military actions. The consequences for this action require the most extreme forms of punishment. (ostracism, bankruptcy, death)

2. All Hutts will obey decisions and rulings by the Hutt Grand Council, as the Council by nature will decree only the most just, and righteous laws by Hutt standards.

3. All Hutts will be provided opporunity to voice concerns to the Hutt Grand Council, anytime the council convenes.

4. All Hutts are welcome to construct a Palace on the Hutt Throneworld of Nal Hutta. Materials may be provided by the Council if petitioned, but those wishing to create a Palace should fund the project themselves.


Section 2. Hutt Grand Council By-Laws

1. The Council will always be comprised of an odd number of seats, to prevent a tie in votes.

2. Hutt Grand Council seats are available by vacancy only, to those Hutts who have established themselves politically or commerical as a Hutt of power, leader of an established Kajidic, and the ability to trace his blood lines to Varl. Elders can give up their seats willingly, or under the most extreme circumstances be taken out by a majority vote of the current Council. The Council reserves the right to create more seats, as the species prospers and grows.

3. The Council reserves the right to amend these laws at anytime.


Section 3. Old Law

1. The "Old Law" is the only known exception to aforementioned laws. It allows the recognized leader of a Hutt kajidic to challenge the recognized leader of another kajidic to personal one-on-one mortal combat, in the case sufficient provocation has been offered by the challengee to the challenger. The victor of the duel would be recognized as having right on his side, and would not be prosecuted for killing a fellow Hutt.
