This is listed as active, but at least one member, Universal Network Bank, is listed elsewhere as an official member of the Confederacy of Independent Systems[1]. I'd also suggest treating it as an alliance rather than a government. -James Ortell Donovan 16:19, 12 October 2011 (GMT)
