This is listed as active, but at least one member, Universal Network Bank, is listed elsewhere as an official member of the Confederacy of Independent Systems[1]. I'd also suggest treating it as an alliance rather than a government. -James Ortell Donovan 16:19, 12 October 2011 (GMT)

Government should indeed be restricted for factions of that type. Replaced the box with group info box. As Holy Atrivis Empire is not a faction, it can also not have any nationalized factions.--Dreighton 21:22, 20 October 2011 (GMT)
