:In many cases they can, but sometimes it's just too difficult to try and incorporate something into an article directly. I expect we'll get more historical documents as more people fill out historical bits and pieces. This category can serve either as a repository for historical documents we want to keep separate, a 'temporary' category for stuff that hasn't yet been incorporated into another article, or both.
