The city of New Garretton (9,3) on Fitca Prime served as the Headquarters of Spectre when it was registered with Galactic Authorities on Day 327 of Year 21. New Garretton was built within what had previously been a forest on Fitca Prime.

Fitca Prime was a ecumenopolis by the time of Spectre founding with cities covering the entire surface of the planet. No single government existed on the planet though despite it's status as a ecumenopolis instead being comprised of various city states that vied for power against one another.
