The Restored Empire is a constitutional Imperial monarchy, governed under the complete authority of the Imperator. Supporting the Imperator in his duties and helping fulfil critical roles Moffs appointed to run branches and territories in the Imperators name, under his direct appointment, form the Moff High Council. The Moff High Council works as an advisory body to the Imperator in conjunction with their other duties.

THE CONSTITUTION OF THE RESTORED EMPIRE

Preamble

We, the sentients of the Restored Empire, in order to bring peace, security, justice, and honorable governance to our realm, do hereby establish this Constitution. It shall define the bounds of Imperial authority and preserve the noble heritage of our Empire. While we acknowledge that ultimate power rests with the Throne, this document affirms certain rights and duties, ensuring that our society flourishes under enlightened and orderly rule. All inhabitants who bear true faith and allegiance to the Empire are charged with protecting and upholding its ideals.

Article I: Structure

1. Form of Government

1.1. The Restored Empire is a constitutional Imperial monarchy, governed under the complete authority of the Imperator. 1.2. The Imperator may appoint a successor, known as the Consul, granting them whatever powers or duties the Imperator deems fit. The Consul shall serve at the Imperator's leisure. 1.3. To ensure peace, security, justice, and stability, the Imperator shall hold immunity from civil or criminal proceedings throughout the duration of their reign. Such immunity shall cover any action taken by an Imperator during their reign. 1.4. The Imperator shall have the power and authority to ennoble any individual or revoke the same, or to create or abolish any religious or meritorious chivalric Orders. 1.5. Demise of the crown shall occur at any time in which the Imperator dies, becomes permanently incapacitated, or abdicates. In any such situation the Imperial dignity, by act of law, and without any interregnum, shall be vested at once in the successor, who is, eo instanti, Imperator to all intents and purposes. If no such successor exists, the Moff High Council shall be charged with electing an Imperator via simple majority at the earliest opportunity.

2. Moff High Council

2.1. A council of ministers appointed directly by the Imperator, known as Moffs, shall advise and assist the Imperator, collectively forming the Moff High Council. All Moffs shall be appointed by the Imperator, who may grant upon them any power or duties as the Imperator sees fit, and to serve at the Imperator's leisure. The Imperator may appoint or dismiss any number of Moffs as the Imperator deems necessary to the governance of the Empire. 2.2. A single Moff, elected or appointed as the Imperator deems fit, shall act as the Moff High Council’s political, parliamentary, and presiding leader. This appointed or elected Moff shall be known and titled as the High Moff, and they shall be chosen via appointment by the Imperator, or selected by election when the Moff High Council has been instructed or permitted to do so by the Imperator. The High Moff shall be chosen from among any of the currently serving Moffs.

3. Imperial Senate

3.1. The Imperial Senate shall be unicameral and consist of one chamber, with membership composed of Senators appointed by the Imperator or their designee, who serve as representatives of their respective Senatorial districts. 3.2. Senators shall be appointed for a one-year term. Senators may be re-appointed without limit of term. 3.3. The Senate has the power to draft, debate, and pass legislation, which must then be sent to the Imperator for final approval, amendment, or veto. A piece of legislation shall only be considered ratified by the Senate when it has received a simple majority of affirmative votes. 3.4. The Senate shall elect a Speaker from amongst their number, who will act as its political and parliamentary leader. 3.5. The Imperial Senate shall have the power and authority to determine the rules of its own proceedings, punish its members for disorderly behavior, and with the concurrence of two-thirds of its members, request that the Imperator eject a member. 3.6. The Imperial Senate shall have a quorum to do business if a majority of active members are present during a session. 3.7. The Imperator shall possess the authority to establish, modify, or dissolve the number of Senatorial seats at the Imperator’s discretion, ensuring that each District is provided with suitable representation for the Empire’s populace. Only one Senator may be appointed from an individual Senate District, serving as that District’s exclusive representative within the Imperial Senate. Any adjustments to the number or boundaries of these Districts shall be guided by the Imperator’s judgment, on occasion with the counsel of the Moff High Council, fostering both fairness and administrative efficiency.

Article II: Citizenship and Civic Duty

1. Civilian and Citizen Distinction

1.1. Denizens of the Empire are separated into two different categories: Civilians and Citizens. 1.2. Civilians are full members of Imperial society, enjoying the Empire’s protections and rights under the law, but lacking the right to vote or hold any public office. 1.3. Citizens are those sentients who have completed a term of Imperial service totaling one standard year in any branch of the Empire, or who have otherwise rendered an extremely valuable service as determined by the Imperator or Moff High Council. 1.4. Citizens possess the additionally-granted privileges of voting, holding public office, and fully participating in Imperial political life. 1.5. Conveyance of any title of nobility, or acceptance as a full member into any chivalric order, shall grant the relevant denizen full Citizenship status. 1.6. Any sentient granted Citizenship may renounce their status as a Citizen and return to the status of a Civilian. Any renouncement of Citizenship shall be permanent, and forever prohibit the same sentient from ever attaining it again.

2. Imperial Service

2.1. Individuals seeking to become Citizens have the right to volunteer for Imperial service or, when the needs of the Empire demand, to be drafted into Imperial service. 2.2. Service may include military, industrial, administrative, or other roles as determined by relevant governmental authorities. 2.3. It is not mandatory that service time be one consecutive year, and shall instead be a cumulative year of service.

3. Rights and Obligations

3.1. All denizens - both Civilians and Citizens - share certain inalienable rights and responsibilities, including adherence to law and respect for one another’s rights. 3.2. Citizens, by virtue of their status, bear particular responsibility in leadership, governance, and defense of the Empire against internal or external threats.

Article III: Rights and Responsibilities

1. Fundamental Rights

1.1. Every denizen is entitled to the Empire’s protection, including reasonable freedom of speech, assembly, religion, the right to lawful self-defense, and due process of law. 1.2. The Empire shall strive to respect cultural heritage and diversity while ensuring stability and order.

2. Public Duties

2.1. All individuals within the Empire - whether Civilians or Citizens - must uphold Imperial law, maintain public order, and defend Imperial ideals. 2.2. Citizens, as full participants in the Empire, are charged with safeguarding the realm and exercising their political rights responsibly.

Article IV: The Rule of Law

1. Judiciary

1.1. Judicial power resides in courts established by the Imperator, with justices and magistrates appointed based on merit. 1.2. Courts shall review constitutionality, interpret treaties, and preside over civil and criminal matters, including inter-jurisdictional disputes and admiralty law.

2. Accountability

2.1. All members of government - the Throne, the Moff High Council, the Imperial Senate, and the Judiciary - remain accountable to Imperial law. 2.2. Mechanisms to address grievances, ensure transparency, and prevent corruption shall be maintained. 2.3. The people retain the right to petition the government for redress of grievances.

Article V: Amendments

1. Proposal and Ratification

1.1. Amendments to this Constitution may be introduced by a two-thirds majority within the Imperial Senate. 1.2. Once ratified within the Senate, the amendment is submitted to the Imperator for acceptance or veto. 1.3. Once approved and published, an amendment takes immediate effect.

2. Guiding Principles

2.1. Amendments shall uphold and strengthen the ideals of the Restored Empire. 2.2. No amendment may infringe upon the Constitution’s fundamental rights and protections.

Peerage Act

Preamble

This document outlines the peerage system as implemented by The Restored Empire, providing details on the processes for acquiring a peerage, the titles associated with it, the privileges, forms of address, and relevant dress code as well as other information concerning the modus operandi of the peerage.


Section I - Acquisition of a Peerage

Peers of the realm are individuals formally recognized by the Imperator for their extraordinary contributions, acts, service, or other deeds deemed to consistently exceed any reasonable expectation based on the individual's rank, station, or role.

The investiture into the peerage is solely at the discretion of the Imperator. An individual granted a peerage may not have it revoked except by the Imperator.

At the Imperator’s Discretion, Honorary Titles may be granted in lieu of a hereditary peerage. These titles are typically bestowed in recognition of significant single acts or deeds that warrant acknowledgment but do not meet the requisite criteria for full peerage.


Section II - Peerage Titles

This section enumerates the peerage titles, listed in descending order from highest to lowest, along with their corresponding land holdings, where applicable. Please note that not all titles are accompanied by land holdings; however, when land is provided, it will adhere to the amounts outlined below. All land holdings are subject to the discretion of the Imperator and do not convey ownership but rather confer governance within a designated administrative capacity. Additionally, any person ennobled shall automatically be granted Citizen status and membership within the Imperial Senate as the chief representative of their respective domain.

1. Hereditary Titles

Imperator - Sovereign ruler of the Empire, from which the peerage stems. Konig - Oversees nine or more districts. Furst - Oversees five to eight districts. Herzog - Oversees three to four districts. Graf - Oversees two districts. Burgraf - Oversees one district of multiple cities. Ritter - Oversees one city. Edler - May oversee multiple facilities. An officially recognized member of a noble house may also be granted this title.


2. Honorary Titles

Grand Master - the title given to the leader of any chivalric order. Procurator - the title given to any sub-leader of any chivalric order. Knight - the title given to any full member of a chivalric order. Squire - the title given to any aspirant member of a chivalric order.

3. Removal

A member of the Imperial Peerage shall lose their title if any of the following conditions are met: The death of the member; or At the discretion of the Imperator; or Due to conviction of high crimes; or Upon voluntary abdication.

Section III - Peerage Styling

1. Forms of Address

Below are the approved forms of address based on the title of a peer. Peers who hold multiple titles, ranks, positions, etc., may be addressed by their highest title or rank. Spouses, when applicable, shall be afforded the same form of address as their ennobled spouse.

It is proper and expected that an individual shall kneel before the Imperator, while a polite bow is expected for all other Nobles.

  • Imperator - An Imperator is addressed as "Their Imperial Majesty, the Imperator of The Restored Empire." "Your Majesty" may be used thereafter.
  • Konig - A Konig is addressed as “Their Highness, the Konig of (region).” “Your Highness” may be used thereafter.
  • Furst – A Furst is addressed as "Their Most Serene Grace, The Furst of (region)." "Your Grace" may be used thereafter.
  • Herzog – A Herzog is addressed as "Their Grace, The Herzog of (region)." "Your Grace" may be used thereafter.
  • Graf – A Graf is addressed as "The Right Honorable Graf of (region)." "My Lord" may be used thereafter.
  • Burgraf – A Burgraf is addressed as "The Honorable Burgraf of (region)." "My Lord" may be used thereafter.
  • Ritter – A Ritter is addressed as "The Lord Ritter of (region)." "My Lord" may be used thereafter.
  • Edler - An Edler is addressed as “The Scion Edler of (house).” “Sire” may be used thereafter.
  • Grand Master – A Grand Master is addressed as "The Most Revered, the Grand Master of (chivalric order)." “Grand Master” may be used thereafter.
  • Procurator – A Procurator is addressed as "The Reverence, the Procurator of (chivalric sub-order)." “Your Reverence” may be used thereafter.
  • Knight - A Knight is addressed as “Sir.”
2. Dress Code

The following guidelines outline the attire appropriate for nobles to wear, whether in Restored Empire uniform, when out of uniform, or in formal settings. These guidelines serve to clearly demonstrate their station and standing.

Note: Any individual found donning attire designated solely for a member of the nobility without holding the corresponding title shall face charges of impersonation under applicable laws of the Restoration.

Hereditary Titles

  • Imperator – A white cape and sash with platinum trim, both bearing the Imperial sigil.
  • Konig - A purple cape and sash with platinum trim, both featuring the house sigil.
  • Furst – A purple cape and sash with gold trim, both featuring the house sigil.
  • Herzog – A purple cape and sash without trim, bearing the house sigil.
  • Graf – A red cape and sash with gold trim, both displaying the house sigil.
  • Burgraf – A red cape and sash without trim, featuring the house sigil.
  • Ritter – A blue cape and sash without trim, displaying the house sigil.
  • Edler - A black sash without trim, displaying the house sigil.

Honorary Titles

  • Grand Master – A black cape and sash with platinum trim, both featuring the Order’s sigil.
  • Procurator – A black cape with gold trim, both featuring the Order’s sigil.
  • Knight – A black cape with silver trim, featuring the sub-Order’s sigil.
  • Squire - A black cape without trim, featuring the sub-Order’s sigil.

Section IV- Imperial Chivalric Orders

1. Induction

Any member of the Empire may be, at the Imperator’s discretion, inducted into a Chivalric Order. A member so inducted who is not already a peer of the realm, shall be granted the honorary title of Knight upon successfully meeting full induction into the Order. Any aspirant member shall be titled as Squire of their respective Order.

The member has the right to refuse to be inducted if they so choose, but may not elect to reverse this decision once made. Once so-refused, the member shall wait a significant period of time before afforded the opportunity again.

2. Removal

A member of an Imperial order shall lose their title if any of the following conditions are met: The death of the member; or At the discretion of the Imperator; or Due to conviction of high crimes; or Upon voluntary abdication; or Failure to uphold the ideals of their Order.

Section V- Perks & Privileges

1. House of Lords

The House of Lords shall act in the capacity as members of the unicameral Imperial Senate. Additionally, the House of Lords may act as an additional advisory body to the Imperator. All holders of hereditary peerages are automatically granted membership in the House of Lords and Imperial Senate.

Regardless of the associated domain, any ennobled Hereditary peer shall be granted the privilege of a single seat and single vote within the Imperial Senate, as chief representative of their respective domains.

Note: the Imperator reserves the right to remove an individual from the House of Lords at their discretion, with or without the revocation of the associated peerage title.

2. Establishment of a Noble House

Noble titles of Baron or higher, unless otherwise restricted or approved by the Imperator, carry the right to establish and form their own noble houses. Noble houses act as the noble’s family and retinue. Upon its founding the head of the noble house is charged with establishing a coat of arms. The proposed coat of arms shall be put before the Imperator for approval and adoption into the official registry of the Empire.

The composition of a noble's house is at the sole discretion of the noble. However, a noble may not bestow titles or invest others with titles of nobility, whether hereditary or honorary.

OOC Note: Noble houses are purely for role-playing purposes and have no influence on official RE ranks, titles, roles, or diplomatic standings.

3. Inheritance

Upon the death, abdication, or other removal of a Peer, the following order of succession is followed unless acted upon by the Imperator. Each such title held by a Peer may be passed to a different Heir, or they may pass all titles to a singular Heir, assuming no objections from the Imperator. Appointed Heir - The peer, via a proper and legal Last Will and Testament, may select their longest-standing House Member as heir for all titles held. Spouse - Should the Peer be married but have no appointed Heir, the title(s) of the peer shall pass to the spouse. Return - Should the Peer have no appointed heir and is otherwise unmarried, all of the Peer’s titles shall return to the Imperator.

4. Estate

Every noble is entitled to an estate granted by the Imperator. The estate will take the form of a single city, either developed or undeveloped. The noble may design the city and submit the design to the appropriate oversight authority for final approval. Once the design is approved, the Empire will provide the funds and resources for construction. The Empire shall retain ownership of the city itself, any power generators and shield generators contained therein, and any other structure as deemed appropriate by the Imperator, while the remainder of the estate will be owned by the noble.

5. Fief

Nobles are granted a fief to govern by the Imperator. The size of the fief will depend on the noble’s title and the Imperator's discretion. The noble shall represent this fief in the Senate, and this role is hereditary.

6. Priority Build Requests & Discounts

A noble may submit requests for the construction of personal assets. Such requests will take priority over those from citizens and lesser nobles, though not over the government. Nobles are entitled to purchase Imperial-produced public goods, such as ships, at-cost plus 20%.

The Praetorian Guard

The Praetorian Guard of the Restored Empire serve as the Imperator’s personal protectors and elite enforcers, answering to no authority but the Throne itself. Tasked with ensuring the safety of the Imperator and preserving the sanctity of Imperial rule, the Guard operate outside the normal chain of command, standing apart from both military and political bodies. Their duties extend beyond ceremonial protection, encompassing covert operations, counter-intelligence, and the swift neutralization of threats to the person of the Imperator or the stability of the Empire. In this way, the Praetorian Guard embody absolute loyalty and act as the final shield of the Restored Empire’s sovereign power.
