In Year 7, the New Republic and Falleen Federation announced that they would found a new alliance to organize their opposition to the Galactic Empire and its alliance, the Imperial Union. This alliance would be known as the Galactic Alliance or GA for short.

Mission

In Our Conflict

The Galactic Alliance declares its absolute opposition to the Galactic Empire. Born out of subterfuge and violence against the Galactic Republic, the Empire is regarded as neither legitimate nor permanent. The Imperial movement is an outlaw in the galactic community and the Alliance is determined to bring our Imperial and Sith enemies to justice or justice to them. All reasonable and just means will be used with all due haste.

In Our Concord

The Galactic Alliance affirms the unique worth of each sentient being and sovereign government and offers support to attain self-determination and independent success. The members cultivate an environment that integrates common values and the guidance of the Force to enhance and support development and to prepare for effective engagements in both peace and war. The values found in the Treaty Preamble serve as a lens through which to view the galaxy, our way of being in relationship with each other and where the potential of each member is affirmed.

Treaty Text

TREATY PREAMBLE.

The Honorable Leaders of Rogue Squadron,

The Consuls of the Triumvirate Coalition,

The High Council of the Jedi Order,

The Grand Seneschal and High Council of the Krath Dynasty,

The High Command of the Arkanian Brotherhood,

The Honorable Leaders of The eXiles,

and


The Honorable Chief of State and The Honorable Senate of the Republic,

Confirming their attachment to the principles of Liberty, Justice and respect for personal rights and the rule of law,


Desiring to deepen the solidarity between their peoples,


Anxious to help one another by expanding their economic and military might,


Aware of the responsibility to speak ever increasingly with one voice and to act more effectively to protect their common interests and independence,


Considering that galactic peace can only be regained by creative efforts in opposition to the forces of evil and lawlessness,


WE HAVE DECIDED to adopt this Treaty:


The Galactic Alliance


Chapter I: Purposes and Principles.

Article 1 The Purposes of the Galactic Alliance are:

1. To maintain peace and security among Member Groups, take measures towards the prevention and removal of threats to Member Groups;

2. To develop friendly relations among governments and businesses based on respect for the principle of equal rights and self-determination of peoples; and

3. To achieve co-operation in solving mutual problems of an economic, social, cultural, or sentientarian character;


Article 2

The Alliance and its Members, in pursuit of the Purposes stated in Article 1, shall act in accordance with the following Principles.

1. The Alliance is based on the principle of the sovereign equality of all its Members.

2. All Members, in order to ensure to all of them the rights and benefits resulting from membership, shall fulfill in good faith the obligations assumed by them in accordance with the present Charter.

3. All Members shall refrain in their galactic relations from the threat or use of force against the territorial integrity or political independence of any Member State, or in any other manner inconsistent with the Purposes of the Galactic Alliance.

4. All Members shall give the Alliance every assistance in any action it takes in accordance with the present Charter, to include mutual defense of Member Groups against aggressor nations, and shall refrain from giving assistance to any state against which the Alliance is taking preventive or enforcement action.

5. All Member Groups shall make every effort to participate in all votes and discussions related to the operation of the Alliance or risk temporary loss of voting privileges in Leadership Council votes, at the discretion of the Leadership Council itself.

6. Nothing contained in the present Charter shall authorize the Alliance to intervene in matters which are essentially within the domestic jurisdiction of any Member Group.


Chapter II: Membership

Article 3

1. Membership in the Galactic Alliance is open to peace-loving governments and conglomerates which accept the obligations contained in the present Charter and, in the judgment of the Alliance, are able and willing to carry out these obligations.


2. The admission of any such state to membership in the Galactic Alliance will be decided by a decision of the Leadership Council. Article 4 to be accepted into the Galactic Alliance the following procedure must be followed:

1. An Applicant Organization must receive the endorsement of at least two current Member Groups before an application can proceed and must have already pursued or be in the process of pursuing friendly relations with all existing Member Groups. An Applicant Organization must be able to demonstrate that they are a stable group and must also be able demonstrate that their addition will bring benefit to the Galactic Alliance.

2. To be accepted as a member of the Galactic Alliance’s Leadership Council an Applicant Organization requires a vote from the Leadership Council in which no more than one Member Group votes against or abstains from the application.

3. An Applicant Organization may not be an affiliate of a current Member Group at the same time as applying to becoming a Member Group.

4. The Leadership Council will have a thirty day period to review the Applicant Organization's request for membership. At that point a vote must be called following the guidelines for voting set above.

5. Upon being accepted the Applicant Organization will serve as a Provisional Member Group.

6. Provisional Member Groups will have the same rights as full members, but will carry no vote in the Leadership Council. Provisional Member Groups are still expected to participate in all votes and discussion.

7. Provisional Member Groups will be granted full Member Group status, and therefore voting rights in the Leadership Council, four months after their application is approved.


Article 5

1. Via a vote in which no more than one Member Group votes against or abstains from the expulsion or suspension, the Leadership Council may expel or suspend the rights of a Member Group for persistent violations of the Principles contained in the present Charter. The Member Group accused of violating the Principles and the Member Group(s) bringing the accusation(s) may not vote.


Chapter III - Composition and Powers

Leadership Council

Article 6

1. The Leadership Council shall consist of all Member Groups of the Alliance.

2. Each Member Group shall have not more than three Representatives in the Leadership Council.

3. Each Member Group shall be entitled to one vote in the Leadership Council.


Functions and Powers

Article 7

1. The Leadership Council shall be called to order when the present Charter must be amended, or resolutions must be voted on that affect all Member Groups of the Alliance. All votes require a simple majority unless otherwise stated in this treaty.


Chapter IV - Secretary-General

Article 8

1. The Secretary-General shall act as Chief Diplomat for the Alliance and represent the Alliance in an official diplomatic capacity.

2. The Secretary-General shall be an existing full member of the Leadership Council and is voted in by a simple majority in the Leadership Council.

3. The Secretary-General shall be assisted in their duties by a Deputy Secretary-General.

4. The Deputy Secretary-General shall be the co-runner selected by the Secretary-General and will aid the Secretary-General in their work. The Deputy Secretary General shall also be an existing full member of the Leadership Council.


Authorities

Article 9

1. The Secretary-General shall coordinate, prepare, convene, and chair meetings with the leaders of the Leadership Council.

2. The Secretary-General will have a tie-breaking vote on the Leadership Council.

Article 10

1. The Leadership Council may remove the Secretary-General from his or her position by a Vote of No Confidence. A simple majority vote is required.

2. Upon Resignation, Vote of No Confidence, or one month or more of inactivity the Deputy Secretary-General shall take over the position of Secretary-General for the duration of the original term.


Chapter V - Operational Groups

Article 11

1. Operational Groups are set up by the Leadership Council to allow Member Groups to actively work together, whether that be through discussion or action. They are also a means to allow Member Groups to work with non Member States.

2. An Operational Group is dissolved once its objective is completed or no longer relevant, or at the agreement of all Host Groups.

3. Any Member Group may opt into an Operational Group. A non Member Group may opt into an Operational Group at the agreement of all Host Groups.


Article 12 there are two types of Operational Group:

1. The first is an "hosted" Operational Group. These are centred around one Member Group or non Member Group and will usually be at the request of that State. A Host Group may accept or decline offers of aid in their own Operational Group from any other Member Group or non Member Group. The Host Group will choose an Operational Leader. The Operational Leader must select a Deputy to take over when he/she is unavailable.

2. The second is a "joint" Operational Group. These are prepared, planned and hosted by multiple Member Groups and/or non Member Groups. The original Host Groups may accept or decline offers of aid in their own Operational Group from any other Member Group or non Member Group. The Host Groups will choose an Operational Leader. The Operational Leader must select a Deputy from a different Host Group to take over when he/she is unavailable.


Chapter VI - Supremacy and Amendments

Article 13

1. Nothing in this Treaty should be construed so as to challenge the sovereignty, constitutions, and fundamental free will of the Member Groups.

2. This Treaty may be amended. Amendments must be passed by a vote in the Leadership Council in which no more than one Member Group votes against or abstains from the proposal.
