The Hutt Council, also known as the Grand Hutt Council, was created to re-establish the Hutt culture and its former prominence. During a more civilized age when the Old Republic reigned, the Hutts controlled a vast region that encompassed all of Hutt Space, a dangerous swath of the galaxy between the Mid Rim and the Outer Rim Territories. The Council controlled the region by overseeing the activities of the Hutt clans – kajidics – and their business syndicates. Their capital was located in the Y'toub system and was called Nal Hutta which translates as Glorious Jewel in Huttese. Although many historians trace its hallowed origins to the ancient days of the galaxy, the Council was reborn on Year 3 Day 81 by Angobba Desilijic Lucar.[1] During the Second Imperial Civil War that ravaged the galaxy circa Year 3, the Hutt Council was a key ally of Emperor Charon's Galactic Empire and, under the auspices of Grand Admiral Black Lodge and Director Matrel Byden, the Hutt Council played a prominent role in Charon's assaults against Warlord Vodo Bonias' Dark Empire. As an Imperial-aligned trading organization, the Hutt Council greatly benefited from its participation in the latter civil war and was awarded governance of the Tatoo system as well as a large number of starships. The antipathy between the Dark Empire and the Hutt Council was quite simple: The Council was an alien collective and a staunch ally of Emperor Charon's Galactic Empire; hence, the Dark Empire forcefully denounced this alliance as an example of how Charon's Empire was weak and unfaithful to Imperial standards. In the eyes of Warlord Bonias, it was contemptible that a humanocentric regime such as the Galactic Empire should publicly align itself with a criminal syndicate of Hutts. For this reason, the Council became the center of a propaganda war between Bonias' Dark Empire and Charon's Galactic Empire on the controversial issue of true Imperial values.

The Council was engaged in a dispute with Prince Qel Dar's Black Sun crime syndicate due to its arrest and extradition of Vigo Acria Larkin to the Galactic Empire. The disputed culminated in Black Sun's abortive blockade of Nal Hutta. Due to the Council repeatedly arresting personnel of the Dark Empire and Black Sun, the Council's allies in the United Trade Federation which led to a hostage crisis.

During this turbulent era, a campaign of vengeance was launched against the Council by Raan Jodus,[2] a feared operative in the Bounty Hunter Alliance and a triumvir in its notorious Council of Blood.[2] Jodus specifically targeted the Hutt Council. With a sizable bounty on his head, Jodus was able to infiltrate the council and execute several of its members within, especially Thalos the Hutt, who planned to replace Angobba.

With the overthrow of Emperor Charon and the ascendance of Warlord Vodo Bonias' puppet Count Greyson Uebles to the Imperial throne, the Galactic Empire and the Dark Empire were merged on Year 3 Day 290. Thus the Hutt Council was now viewed with intense hostility by the new Imperial leadership which was staffed by many former officers of the Dark Empire. These officers remembered the Council's effective campaign against them and, as a result, the Hutt Council was stripped of its Imperial patronage. With the loss of their Imperial support, Angobba the Hutt abdicated as leader of the Hutt Council and was replaced by Ollo the Hutt in Year 4.

Ultimately, with the rise of pirate queen Teniel Djo and the encroachment of her Eidola Pirates into Hutt Space circa Year 5, the Council – led now by Kavvel the Hutt[3] – lost its power and virtually disappeared. This decline changed with the emergence of the Zuuma kajidic led by Voragga the Hutt. An ambitious administrator, Voragga assumed leadership of the Hutt Cartel. Under his auspices, the Hutt Council was re-established and the cartel reinvigorated. Joining Voragga in this endeavor was a distant cousin and shrewd associate Tobba the Hutt, the leader of the Nokko kajidic. Together, the Zuuma and Nokko kajidics have forged a business alliance, and shall soon restore the Hutt Cartel to its rightful place as a parasite of galactic trade.

His Excellency Voragga Zuuma[7] ("Voragga the Hutt") – A festering mountainous pustule who fancied himself to be a high lord of merchants and criminals, Voragga was a member of the Hutt Council circa Year 5 and witnessed its painful decline as well as the encroachment of Teniel Djo's Eidolan forces into its territory. He became openly critical of Kavvel's reign as leader of the Council and ultimately departed for the unknown regions. Half a decade later, he re-emerged from obscurity to form the Hutt Cartel from the ashes of the Council on Year 10 Day 60.

His Excellency Thalos the Hutt[8] – A self-satisfied and ruthless crime lord, Thalos the Hutt was well on his way to becoming a major player in the galactic underworld. With his accumulated wealth, he constructed a palace on the planet Bralvadir in the Sz Fel system of the Kanchen sector. Many undesirables found employment in the service of Thalos and this led some to speculate Thalos was involved more in disreputable business than in legal trade on Bralvadir. To recapture the beings who did not honor their commitments to him, he hired bounty hunters such as Raan Jodus. Ultimately, Thalos was murdered by the unpredictable Jodus on Year 3 Day 235.[8]

Imperial Liaison

Major Dante Wehr[11] (Special Envoy of Emperor Charon) – When the Hutt Council was a subsidiary of the Galactic Empire, Emperor Charon appointed Major Wehr of the Imperial Army as a special envoy to the Council.[11] At the time of his appointment, Wehr had faithfully served in the Imperial Army for four years and had ties to Imperial Intelligence (II), the external espionage apparatus of the Empire. Wehr functioned as the eyes and ears of Charon in a turbulent era when separatist movements such as the Dark Empire arose to challenge Imperial dominance in the Arkanis sector of the Outer Rim Territories. When Charon was overthrown in Year 4, Wehr resigned his officer's commission and disappeared.

Throughout this period, Angobba Desilijic Lucar ("Angobba the Hutt") reigned as the "Executive Chair-Hutt" of the council with Ollo Shan ("Ollo the Hutt") as his deputy.

Over a millennia ago, the Hutt Grand Council, formally called the Clans of the Ancients or Council of Elders, was the ruling political body of Nal Hutta and the Hutt race. The Hutt Grand Council, also known as the Council of Elders and the Clan of the Ancients ruled the Hutt Empire and afterwards all of Hutt Space. It was established when the Hutts relocated to Nal Hutta after the Hutt Cataclysms. The Council was composed only of those Hutt clans that could trace their lineage to the Hutts' defiled, ancient homeworld of Varl. However, over time, the Hutt Grand Council fell into disarray [...]

The enigmatic Dante Wehr was an Imperial Army major and an agent for Imperial Intelligence. He served as Emperor Charon's eyes and ears on the Hutt Council circa Year 3.[11]

Seeking the patronage of other powerful Hutts in the galaxy, Angobba pandered to the great power nationalism that lurked in the oily carcasses of his fellow slugs. He claimed the time had come for Hutts to return to Hutt Space and to rebuild their glorious culture. In order to facilitate this process, Angobba reformed the ancient Hutt Council on Year 3 Day 81 and invited all Hutts to join the organization.[12] Within days countless Hutts had answered Angobba's call. A new council was assembled consisting of Angobba, Ollo Shan, Voragga Zuuma, Thalos the Hutt, Jaycen Shal'un Solic, and Korga Vrjin. Seeking powerful allies in their quest to rebuild the Hutt empire, Angobba sought the patronage of Emperor Charon of the Galactic Empire.

It was a dark time for Charon's regime. An Imperial separatist movement calling itself the Dark Empire, led by the Warlord Vodo Bonias, had coalesced in the Outer Rim Territories and had sparked an Imperial civil war. Not yet willing to confront Charon's Empire directly, the separatists marshaled their forces in secrecy. Aware of the rising threat that Vodo's Dark Empire posed, Charon's forces focused on the rumored Vodoist base on Bastion and were poised to strike. On the planet Coruscant, the heart of the Empire, Emperor Charon and Director Matrel Byden of the Imperial Security Bureau laid plans to crush the Dark Empire once and for all. The full weight of the Empire was about to come to bear against the separatists. It was in this era of intrigue and war that Angobba sought Charon's favor.

Angobba realized he could exploit the widening fissure between Emperor Charon's Galactic Empire situated in the Core Worlds and Warlord Bonias' Dark Empire situated in the Outer Rim Territories. Angobba contacted Director Byden of Charon's Imperial Security Bureau and offered her the services of the Hutt Council. With Charon's blessing, Byden accepted Angobba's offer. The Empire appointed Major Dante Wehr, an Imperial Army officer, as the official Imperial liaison with the Council to act as the eyes and ears of Emperor Charon. A native of Tatooine, Wehr had joined Emperor Spytek's Galactic Empire circa Year 0. He graduated from the Imperial Academy and served during the reign of Emperor Piett. During this turbulent period, a schism arise between the Imperial Army under Trey Connel and the Imperial Navy under Gorn Veynom. Wehr continued to serve in the Army in infantry, recon and armored forces and gradually made his way through the ranks and successive Imperial administrations.

Unbeknownst to the Hutt Council, Major Wehr was more than Imperial Army officer, but also a skilled agent for the Imperial intelligence network. He received and obeyed orders from of Director Naal Soven of Imperial Intelligence (II) and later Soven's successor, Robert Voor. As an intelligence agent, Wehr served alongside other Imperials who led exceptional careers in their dedication to the Empire: Kolace Jorgensen, Niven Scherbankov and Apollo Skywise. Wehr also helped reform the Imperial Army at this stage by helping to propose the re-organization of the Army in Battalion sized units for sector defense.[13] One of Imperial Intelligence's most valued and trusted underlings, Wehr's quiet low-key bearing was a deception to appear incompetent or weak to others. He rarely spoke in public, but his silence allowed him to be ever-observant to the actions and behaviors of those who worked with him. His low officer's rank also let him go unnoticed by other Imperial officers and the Hutts themselves. While Director Byden worked behind-the-scenes to secure funds for the Hutts, the organization soon became Charon's spearhead against the Dark Empire.

"Dark Empire Rising"

Was it so long ago that the policy of the Empire and of the dark side was not to not allow alien filth into our structure, into our society, into our political parties? But here your faithful allies the Hutt gangsters, a crime syndicate, the bullies you use to get those poor corporations and governments that just happen to be inside your space to pay their tithes to you with, are now your governments spokespersons. Your alliance with this filthy race is repulsive..."

Supplied with Imperial funds and equipment, the Hutt Council experienced a surge in growth. According to Wehr's memoirs, Imperial relations with the Hutts were good. The Council worked closely with Wehr and regularly shared intelligence and coordinated strategy in the galaxy. However, Byden insisted the Council carry out its part of the bargain and strike at the Dark Empire.

On Year 3 Day 101, the Hutt Council denounced the Dark Empire as "little more than foolish Jedi powers and a small collection of pitiful officers with the combined leadership ability of a womp rat." As the Hutt Council was now a subsidiary of the Galactic Empire, the Council issued an edict which declared all persons associated with the Dark Empire as personae non gratae. All Dark Empire officers, citizens, and their affiliates, found in any of the Council's territories were immediately arrested, transferred to Imperial authorities, and tried for treason. All vessels identified as Dark Empire vessels, or vessels of known conspirators of the rebel Empire, will be seized and impounded by Imperial Naval officers or local Nal Hutta authorities.[14] In response to this edict, Vodo Bonias of the Dark Empire authorized his Minister of State, Princess Gabriella Storm, to secretly contact the Hutt Council and to offer a peace treaty. The treaty was rejected.[15]

On Year 3 Day 102, Lord Vodo Bonias and Darth Knyte of the Dark Empire conspired aboard their flagship to repay the Hutts' insolence. Decrying the "criminal" pact between Emperor Charon's Galactic Empire and the Hutt Council, Bonias vowed that Charon's involvement with the Hutts would not go unpunished and swore that Charon's "death will be an example for all the galaxy."[16] By hunting down the personnel of the Dark Empire, Hutt forces proved themselves a serious threat to the Dark Empire. Vodo Bonias, enraged by his defeat, became obsessed with the Council's elimination.

"The Unseen Trap"

Supreme Chancellor Dargon Yotam of the United Trade Federation was a key ally of the Hutt Council and was at the center of a hostage crisis that stunned the galaxy.

Even as the Hutts celebrated the success of their operations against the Dark Empire, another sinister plot was set in motion that would become an even greater concern to the Council. While hostilities increased between the Hutt Council and the Dark Empire, five individuals planned a hidden rendezvous to allegedly plot the assassination of Eldric Kuraine, the despised leader of Astralwerks Engineering and the heir apparent to Lord Tholin Dur'aak of the Falleen Federation. These five individuals were:

The alleged plot entailed murdering Kuraine, hijacking Kuraine's ship Nakatu and — with the assistance of Zechs Darius — seizing the Astralwerks Engineering's fleet of Dreadnaught-class heavy cruisers and Carrack-class light cruisers. In order to carry out their nefarious scheme, the five conspirators clandestinely approached The Hutt Council for resources and personnel, but their overtures were rebuffed. Unable to acquire the plans to the deadly space station, the conspirators employed the skills of Serj Seinwill, a black-haired wookiee. Known to most as a mercenary for hire, Seinwill was a rogue cutthroat and a notorious member of The StarVengers.[18]

On Year 3 Day 184, the five conspirators boarded Serj Seinwill's battered YT-1300 freighter. Frollo had been ordered by his superiors in the Jedi Praxium to board the vessel piloted by Serj Seinwill. When Seinwill seized the five individuals, Frollo was released very quickly as at the time Frollo was an unimportant peon. Although Frollo was unaware of the plot against Kuraine, Seinwill had been plotting to overthrow almost everybody. They were immediately captured by Seinwill and his band of cutthroats. Thus the StarVengers captured Luddo Nadd, ForceFlow, Frollo The White of the Jedi Praxium, Dargon Yotam of the United Trade Federation, and Ethan Stone. The prisoners were bound to chairs and guarded by three Gammorreans equipped with vibro-axes in the background, as well as a Trandoshan with a crossbow pointed at three men. Luddo was released as a sign of good faith, but Dargon was held captive until the StarVengers received substantial funds from the members of the United Trade Federation. Likewise, Ethan and ForceFlow remained captive.[17] Frollo was released by the StarVengers as a sign of their disgust with the Galactic Empire. Frollo the White was escorted off the ship onto the ground. Seinwill's YT-1300 then took off into space with the remaining hostages.[19]

On Year 3 Day 185, Angobba the Hutt realized the Seinwill was on the payroll of the Dark Empire and publicly denounced the hostage situation. He called for the galaxy to unite against "the disgusting criminals" known as The StarVengers. Angobba learned the terrorists were bankrolled by the Dark Empire. As a federate of the United Trade Federation, the Hutt Council rejected the ransom demands of the terrorists for Dargon Yotam.[20]

On Year 3 Day 186, Serj Seinwill reiterated the ransom demands. Vowing his support for the Dark Empire, the StarVengers demanded 100 million credits for Dargon, 75 million credits for Ethan Stone, 10 million credits for ForceFlow.[21] In response, Torent Puma — the leader of Outrider Trading and a spokesperson for the United Trade Federation — refused to pay the ransom for Dargon, the leader of United Trade Federation. "It was the policy of the United Trade Federation to not negotiate with terrorists. Dargon is prepared to die for the United Trade Federation."[22] On Year 3 Day 186, Lord Tholin Dur'aak of the Falleen Federation pledged his government's support to the Hutt Council against the terrorist Seinwill: "We will support and adopt the same stance as the Hutt Council and the governments of the galaxy, in never dealing with those who would bring disorder and ruin to innocents."[23]

Shocked at the unified response of the galaxy against terrorism and fearing a massive retaliation, the military council of the StarVengers held an emergency meeting. They decided to banish Serj Seinwill as a rogue agent and publicly claim that his actions were beyond their control. They authorized Admiral Larien Notarri, the head of Nebular Enterprises, to publicly denounce Serj Seinwill as a rogue operative who carried out the ransom operation "using his own resources and personnel."[24] While galactic bureaucrats debated what course of action should be taken to rescue the hostages, Ethan Stone conned Seinwill into releasing his employee Luddo Nadd. In repayment for this treachery, Seinwill turned Stone over to the Dark Empire.[25]

By chance, the captured Dargon managed to communicate using a home-made comlink that was wired into the ship's hull. He was able to send the coordinates of his captor's ship to United Trade Federation and the Hutt Council. Immediately, multiple rescue teams were separately assembled by the Hutt Council, the United Trade Federation, and the Rebel Alliance. Ultimately, it was neither the United Trade Federation nor the Hutt Council that saved Dargon, but the Rebel Alliance. Intriguingly, the rescue team of rebels extracted an encrypted ships log from the databanks of Seinwill's dungeon ship. The log revealed that Seinwill had landed on Bastion, the headquarters of the Dark Empire, in order to allegedly receive further instructions from Vodo Bonias. Rumors swirled that debated whether the Dark Empire was financing Seinwill's activities.[26]

Yotam's rescue by the Rebel Alliance greatly swayed his sentiments towards their idealistic cause. As a result Dargon lost faith in the Empire and Hapes. In the a GNS broadcast, Dargon congratulated the Hutt Council for gaining administration of Tatoo.[27] On Year 3 Day 203, in response to their ally Dargon's denunciation of the Empire, Angobba the Hutt hastily dispatched a message to Emperor Charon which reaffirmed the fealty of the Hutt Council and distanced the Council from Yotam's actions. Even though Angobba was thankful that Supreme Chancellor Yotam was safe and unharmed, the Council would never denounce or insult its protector the Galactic Empire.[28]

On Year 3 Day 201, Dargon escaped Seinwill's captivity. Prime Minister Choibacca of the Hapes Consortium declared that wookiees across the galaxy were outraged by Seinwill's actions. Declaring that Seinwill's actions were a stain on the pride of wookiees, Choibacca that Seinwill was now an outcast from Wookiee society. Seinwill could never return to his beloved homeworld of Kashyyyk again.[29]

"The Chimaera Order"

Meanwhile, on the backwater planet of Tatooine, rumors drifted through the Jundland Wastes into the starports of Mos Espa and Mos Eisley. A mad prophet had risen in the desert. Traders spoke of a gathering of nomads in the southeast and a terrible leader who led his swiftly increasing hordes to victory. The Sand People, ever a menace to other inhabitants of the planet, were apparently not connected with this movement; for they were massing clans to fight that of the desert sorcerer, whom men called Melukien Tar’Shakaar. The tide of Tar’Shakaar's forces swept north, and the moisture farmers died in their squat-walled homesteads. Panicked Jawas informed the local Imperial garrison that Mos Eisley was the ultimate goal of Tar’Shakaar and his chanting votaries. Raids from the desert were not uncommon, but this latest uprising seemed to promise more than a raid. Rumor said Tar’Shakaar had welded thirty nomadic tribes into large band of followers who dubbed themselves "the Chimaera Order."[31] This latter lent the affair an aspect of real war.

On Year 3 Day 200, Emperor Charon instructed Grand Admiral Black Lodge to crush the attempted uprising by Tar’Shakaar's Chimaera Order. Aboard his flagship Nemesis, Black Lodge led the 1st Assault Force to invade and occupy Tatooine. To ensure Black Lodge's victory, Charon requested the forces of the Hutt Council assist in the operation. Thus the revolt by Tar’Shakaar — the so-called "mad prophet of the desert" — was crushed by the combined armies of the Empire and the Hutt Council. Due to the loyalty the Hutt Council had shown the Empire by helping defeat the Chimaera Order's seditious activities, Charon decreed the Tatoo system would be directly administered by the Hutt Council in his name.

Acknowledging Charon's magnanimous gift, Angobba Desilijic Lucar of the Hutt Council appointed Regnar Lodbrog a as governor of their new acquisition, as well as laws regarding development and settlement on and around the planet. He reiterated that Hutt Council territories were protectorates of the Galactic Empire and that Imperial troops would remain garrisoned on the surface to provide for the defense and the maintenance of law and order of this colony.[32]

Defeated and his forces in retreat, Tar’Shakaar sought refuge under the black wings of the Dark Empire.[30] On Year 3 Day 204, Bertyarg Lucat of Intellifish revealed he had become an ally of Tar’Shakaar's Chimaera Order. Under Lucat's authority, Intellfish denounced the occupation of Tatooine by the 1st Imperial Assault fleet led by the Grand Admiral Black Lodge, and decried the Imperial cession of the planet to the Hutt Council.[33] On Year 3 Day 212, in order to crush the insurrection, Grand Admiral Black Lodge issued arrest warrants for all members of the Chimaera Order including Bertyag Lucat and Melukian TarShakaar for high treason against the Empire.[34]

With the Chimaera Order crushed by the Hutts' Imperial allies and order restored, the Hutt Council's new governor Regnar Lodbrog chose to launch a final operation against the Chimaera Order. Ships assembled by the Hutt Council converged on Tatooine to further prevent terrorist attacks and insurrection on the planet's surface. In conjunction with Imperial Intelligence, the Hutt Council's security forces searched and inspected buildings for terrorists and their accomplices.[35]

On Year 3 Day 185, Kenny Bojangles — another Hutt lord — of Loronar Security prepared a surprise birthday party for Chancellor Green Devil on the luxurious planet of Prathil.[36] On Year 3 Day 213, while in the Jomark system, Chancellor Green Devil of Loronar Security was killed. The Chancellor was en-route to a large delegation meeting with the Falleen Federation to meet with the Falleen High Council on many issues concerning planetary affairs. The Chancellor, along with many colleagues, departed from LorSec Headquarters on Prathil, and was later intercepted by a small force of hostiles. The band of aggressors, one capital ship accompanied by fighters, jumped on the Chancellor's vessel before they had any chance of defense. Shots were aimed to kill, no capturing or disabling attempts were made. The assassination was linked to Kuraine, current leader of Astralwerks Engineering. It had also been said that certain Dark Empire forces were also involved in this massacre. A funeral service was held in Chancellor Green Devil's honor.[37] The Hutt Council suspected the death of Green Devil was linked to the Chaemera Order.[38]

"Whom the Gods Destroy"

Main article: Blue Sabre Transportation

While the hostage crisis and the destruction of the Chimaera Order captivated the galaxy's interest, yet another unexpected event was about to unfold. In Year 3, Blue Sabre Transportation — led by a Corellian pilot named Sterik Hasger — was one of the key organizations that comprised Supreme Chancellor Dargon Yotam's United Trade Federation. At the time, Blue Sabre Transportation was losing a territorial conflict with Rik Avner's Twin Star Mining Corporation and was in dire financial straits.[39] Hasger approached the Dark Empire for assistance. In exchange for a controlling interest in Hasger's company, the Dark Empire assisted Hasger both financially and militarily. As a result, Hasger's Blue Sabre Transportation resigned from the United Trade Federation and became a nationalized subsidiary of the Dark Empire. The Dark Empire generously donated a YV-666 to the Blue Sabre Transportation fleet and a tidy sum of six million credits. Bolstered by their support, Blue Sabre Transportation was able to successfully defeat Twin Star Mining Corporation.

Once Blue Sabre Transportation became a subsidiary of the Dark Empire, however, the new Sith owners began to rule with an iron fist. The Dark Empire requested Hasger to immediately repay their loan[39] and demanded that Hasger, a Corellian pilot, execute any personnel with ties to the Rebel Alliance, including his old friend Ethan Stone.[39] Although Hasger — a former rebel himself — arrested many of his other employees, Stone managed to evade Hasger's clutches. The former friends became bitter enemies. However, in a twist of fate, Stone was captured by Serj Seinwill.

During these dark times, Hasger was involved in a relationship with Catrinna "Cat" Eisel, an employee of Blue Sabre Transportation. Hasger claimed their relationship was platonic and asserted that, since the death of Catrinna's parents ten years ago, he had merely acted as her "guardian." Unfortunately, in a cantina quarrel, Catrinna had insulted Princess Gabriella Storm,[39] the former head of Black Sun and now a major dignitary in Bonias' Dark Empire. Enraged, Storm spread lies that Catrinna was engaging in promiscuous behavior. When such gossip failed to gain traction, Storm demanded Hasger execute Catrinna. Although Hasger had not hesitated when instructed by the Dark Empire to trap and arrest other employees in Blue Sabre Transportation, he refused to kill his lover. Realizing that Hasger was unstable, the Dark Empire ordered the arrest of Hasger himself. The Dark Empire accused Sterik Hasger for breaking the contract he had signed with the Sith government.[40] Thus Sterik and Catrinna fled into exile.[39] Hunted by Sith assassins, Hasger fled to an ice planet where his ship crash landed, and he was presumed dead.[41] Rumors swirled the Dark Empire manipulated the Blue Sabre Transportation members until Hasger went insane or killed himself. As one commentator suggested, "Whom the gods would destroy, they first make mad." Following Hasger's disappearance, the Dark Empire consolidated its stranglehold on Blue Sabre Transportation. They appointed a Sith assassin named Blackthorne as the new president of the company. However, Nemesi Nemsien — an experienced Bothan pilot and the Vice President of Blue Sabre Transportation — decided to defect with personnel and ships to Charon's Galactic Empire. Other remaining members fled, in fear of their lives, and sold the ships and everything else.[42]

At this point, Dargon Yotam — who had recently escaped Seinwill's captivity — sent an encrypted transmission to the Dark Empire and revealed that Sterik Hasger was still alive. Hasger had survived his crash landing on the ice planet and awoke with blood gushing from his left eye. He rationed his supplies using the heat from a small portable heater from his storage cabin. The ship was stripped down, all that was left was the hull.[43] Alone and a wanted man, Hasger beseeched the Hutt Council to act as his intermediary and to contact his former friend, Supreme Chancellor Dargon Yotam. Although Yotam — the owner of Galactic Transportation Services (GTS) — had been displeased with Blue Sabre Transportation leaving the United Trade Federation, he agreed to help Hasger out of pity.

In his encrypted transmission to the Dark Empire, Yotam also denounced the role the Dark Empire for bankrolling Seinwill, Yotam's former captor. In response, the Dark Empire threatened to take further action against the Hutt Council and the United Trade Federation unless Sterik Hasger was surrendered to them. After consulting with the Hutt Council, Yotam and Angobba the Hutt decided they would protect Hasger and helped him escape to the Core Worlds controlled by Charon's Galactic Empire.

In the Empire, Hasger was reunited with his former vice president, Nemsien. Hasger and Nemsien chose to join the Galactic Empire along with many of their former employees. The tenure of Hasger and Nemesi in the Empire was short-lived. With the approval of Emperor Charon, the duo formed a guerrilla movement dubbed "the Baldoran Alliance" with the declared objective of destroying Bonias' Dark Empire. The guerrillas of the Baldoran Alliance included Sterik Hasger, Nemesi Nemsien, Zakar Huntel, Dakkon Blackblade, Draven Emberheart, and Thaka Dhal. In the black markets of the galaxy, ugly canards circulated that Emperor Charon was the secret patron of the Baldoran Alliance therefore approved of their terrorist operations.[44] Ultimately, however, the Baldoran Alliance was a failure. Hasger and Nemsien chose realized that there was a need for a new transportation group in the galaxy, and started gathering the resources and personnel together to make their dream into a reality. Out of the ashes of Blue Sabre Transportation was reborn the latest incarnation of transportation: Corellian Transport Services. Ahead of its time, Corellian Transport Services promised to be the best transportation company in the galaxy, its competent leadership, dedicated personnel, and exquisitely presented ships and vehicles make this transportation company something to be reckoned with.[45]

"War with Black Sun"

The astute Angobba the Hutt approached Prime Minister Choibacco of the Hapes Consortium to garner his support in their brewing war between Black Sun and the Hutt Council. In response, on Year 3 Day 147, King Jessy James of the Hapes Consortium declared a "war against terrorism" and targeted Black Sun. In addition to offering bounties for Black Sun personnel, James authorized a Hapan diplomat to publish a list of cities allegedly controlled by Black Sun. The list specifically claimed the city of Pawa was controlled by Black Sun, as well as another city on Tatooine.[46]

Although Prince Qel Dar Huruk-Rah of Black Sun claimed the list was accurate,[47] Angobba the Hutt denounced the list as inaccurate and claimed the city Pawa on Nal Hutta belonged to the Hutt Council.[48] Pawa was a nest of thieves, beggars, pickpockets, robbers of temples, and all these sorts of malefactors.

On Year Day 181, the Hutt Council signed an agreement with Aurora Technologies to sell its merchandise at an outstanding value. Aurora Tech had given the Council reseller rights to its 3 top consumer products: the Firespray, the Y-Wing, and the LY-3000.[49]


In order to counter the increasing commerce hegemony of Dargon Yotam's United Trade Federation and the Hutt Council, the League of Trade by Felix, the Chief Executive Officer (CEO) of Intellifish. The league was comprised of the most prominent trading companies in the galaxy including Intellifish, Astralwerks Engineering, Haven, Sky Knight Trading Federation, Cosmo Corp, Integral Corporation, Paradox Resource Exploration, and Twin Star Mining.[50] These companies and their clientele banded together to form a league whose sum was greater than the total of its individual parts and to promote "healthy" galactic commerce by ensuring its member economies enjoyed prosperity and safety. Within days of its formation, the Hutt Council and the United Trade Federation denounced the League of Trade as an obvious attempt to subvert their stranglehold on commerce.

On the planet Bralvadir in the Xa Fel system, a massive explosion shook the palace residence of Thalos the Hutt, a dignitary in the Hutt Council. Emergency crews rushed to the scene of the blast, where ragged employees of the Hutt were fleeing the carnage. Hikers several kilometers from the palace reported seeing a small starship strafing the palace. No traces of the Hutt have been found at the scene, as crews are still searching through the wreckage, bound to find more bodies buried in the rubble. Analysis of materials found indicate a very high amount of Nergon-14 was used in the blast. Where it came from, no one really knows.[51]

Raan Jodus targeted the Hutt Council circa Year 3.

Following the terrorist attack on Braldavir in the Xa Fel system, Hutt Council authorities, in conjunction with expert Imperial bombing inspection agents, conducted their own investigation and found strong evidence to support the assumption as to the identity of the terrorist to be that of Raan Jodus. The Hutt Council placed a bounty of one million credits on Raan Jodus's head - dead or alive.[52]

On Year 3 Day 240, Prince Qel Dar, leader of the Black Sun, began expanding the trading activities of his corporation. He dispatched Black Sun's newly appointed ambassador, Vigo Acria Larkin, to visit several trading companies in order to discuss galactic commerce. Arriving in the city of Pawa, the capital of Nal Hutta, she and her two aides were arrested by a contingent of security personnel and taken directly to a jail cell. The Hutt Council was disgusted that the Black Sun would send rebel scum into their territory. Her past was widely known as a leader of the rebel terrorists, and the Hutt Council refused to overlook such crimes. Larkin was transported aboard a Nubian J-Type 327 starship to Farfin in Imperial space to be arraigned for high crimes against the Empire.[53]

As the morning sun rose above the planet of Taanab on Year 3 Day 243, a shallow fog gathered over the cold metal landing platform. Director Matrel Byden of the Imperial Security Bureau and a formation of stormtroopers waited on the platform, as well as Major Wehr who served as the Imperial liaison with the Hutt Council. As shuttle's ramp dropped, Larkin with two Weequay on either side of her appeared descending down the ramp; closely followed by Ollo the Hutt. Wehr handed a credit chip to one of the Weequay escorts. The Hutt knew better then to ask to see the chip before replying, "Director, please tell the Emperor The Hutt Council was honored to be of service." Byden nodded humbly, and turned to the ISB Agents, "Escort this rebel to the debriefing room, and leave enough of her for Imperial Intelligence."[54]

Angered by Larkin's imprisonment, Qel Dar declared an embargo against the Hutt Council and dispatched the Black Sun's 2nd fleet to Nal Hutta. The 2nd Fleet consisted of a number of Capital Starships, support vessels and snub-fighters. Upon arrival in Hutt Space, the fleet assumed a defensive posture around Nal Hutta with concentration on the disputed city of Pawa. Realizing the Hutt Council was a proxy of the Galactic Empire, the shrewd Qel Dar also dispatched the beautiful Dark Princess Krystal as a diplomatic envoy in order to plead their case before Emperor Charon.[55]

Responding to Black Sun's blockade of Nal Hutta, the Hutt Council called upon its allies in the United Trade Federation, the League of Trade, and the Galactic Empire to purge the Black Sun's fleet from its territory.[56] As a result, Black Sun's fleet retreated and the blockade failed to materialize.[57]

On Year 3 Day 252, news agencies report that infamous galactic terrorist, Acria Larkin, was tried and sentenced on Coruscant in a closed trial. Surrounded by stormtroopers and bound in stun cuffs, Acria was unceremoniously forced down the aisle toward her awaiting judgment. Flanked by agents of the Imperial Security Bureau, Larkin was brought before the military magistrate, Colonel Gillespie. Pleading "guilty to all charges," the Empire lenuently sentenced Acria to incarceration in the Ghorman System Penitentiary.[58]

After Prince Qel Dar and Princess Krystal of Black Sun returned to Kiffex from an extended holiday, Qel Dar publicly denounced the Hutt Council for its greed. A Black Sun fleet remained in hyperspace for now but will arrive shortly at Nal Hutta to reclaim their ship seized and impounded by the Hutt Council. Black Sun began to mobilize two response fleets to help secure Falleen space. A large defense fleet was sent to Jomark and the strike fleet sent to Falleen Prime. Qel Dar contacted the royal clan of Falleen to pledge his support in any military or economical way possible. In a related story the body of a Hutt was found at a local Hotel on Tatooine. The Hutt had registered in the hotel as a guest but when the morning service arrived its body was found in the main room of the suite with two blaster burns in the back of its head. The only clue to the gangland-style killing was the lack of eyes in the large creature, an old mafia mark meant to show that greed was the cause of death. With no witnesses the case was unsolved.[59]

Supreme Chancellor Dargon Yotam was asked by the Hutt Council to mediate the conflict between Black Sun and the Hutts. Dargon flew with a fleet to Hutt Space in order to ensure the two groups did not continue their attacks. Assisting him was Praetor Torent Puma, the Chief Executive Officer (CEO) of Outrider Trading in the optimistic thought that the Hutts and the Black Sun will be staying on friendly terms.[60]

On Year 3 Day 276, as a result of the ongoing conflict between Black Sun Trading and the Hutts, President Tarkacheen of Aurora Technologies terminated his commerce pact with the Hutt Council. This was in response to Prince Qel Dar's call "for a boycott on all trade with the Hutts."[61]

Acria Larkin served her prison sentence in an icy Imperial penitentiary in the Ghorman System and was released. Worse than the physical hardship of her captivity, her earlier capture and extradition by the Hutt Council had brought her status as a Black Sun agent before the eye of the galaxy. The increased public scrutiny of Acria representing a criminal organization had a negative impact on the career of her husband, Aves Larkin, who was the Lord Seneschal and Regent of the Falleen Federation. Denounced as Black Sun spies by their Falleen comrades, Aves and Acria stepped down from their positions in the Falleen Federation and removed themselves from Falleen. After discussing this subject at the King's Court, Aves resigned as Lord Seneschal. His wife, the former High Ambassador Acria Larkin, likewise resigned from the Falleen Federation. As for the future and leadership of Falleen Federation, King`s Court had already begun discussions on what will lie ahead under the auspices of Lord Tholin and Prince Jace Meridan.[62]

On Year 4 Day 40, galactic tabloids revealed that Kosh Naranek, the virile regent of Black Sun, was involved in a sordid affair with Acria Larkin, the former member of the Rebel Alliance High Command and wife of Aves Larkin, the Falleen dignitary. Only hours upon hearing confirmation of the news, Syn Naranek — Naranek's wife of nine months and a Commander in the Imperial Navy obtained an annulment from government officials — legally invalidating the marriage.[63]

On Year 4 Day 43, Aves Larkin, Chief Executive Officer (CEO) of Loronar Security, disappeared. A mysterious note allegedly penned by Aves cited his crumbling marriage and his wife Acria's infidelities as the primary reasons for his disappearance.[64]

"Dargon's Revenge"

According to fragmented Imperial records, Seinwill was one of the most fanatical loyalists in the beginning of the United Trade Federation's formation. This fanatical loyalty was revealed to be a charade in order to capture and ransom Dargon Yotam. After Yotam was rescued by rebel agents and his safety assured, the United Trade Federation declared Seinwill an "enemy of the people." Bounty hunters were dispatched to hunt him down and kill him. Speaking at the Great Summit of the United Trade Federation, Yotam forgave Seinwill and called for compassion, understanding and peace. However, Serj continued his terrorist activities, murdering both Rebels and Imperials. In light of Seinwill's continued acts, Dargon assented for him to be declared the "enemy of the People" and signed Seinwill's death warrant. During this period, Seinwill became the most wanted criminal in the galaxy. Shortly thereafter, Seinwill fled to Coruscant and was attempting to recruit disillusioned Imperial personnel to join his motly crew of brigands. On a dark night in the lower levels, Seinwill was cornered in an alley by six "Black Hands," a death squad dispatched by the United Trade Federation. After several hours of combat, Seinwill was captured, although he killed two Black Hands in the process. Later that week, Seinwill was transported to an unknown location. On Year 3 Day 357, by order of Supreme Chancellor Dargon Yotam, Seinwill was executed in a grisly fashion. He was dragged into a dungeon and stripped naked. He was drawn and quartered — strangled by hanging but released while he was still alive, eviscerated and his bowels burnt before him and then beheaded. His preserved head — dipped in tar — was displayed in the Arcadia Museum. He was the first individual ever to be executed in the history of the United Trade Federation.[65]

On Year 4 Day 61, Prince Qel Dar of Black Sun held a press conference and officially resigned as leader of Black Sun Trading. This comes after long struggles on his home world of Falleen and other personal matters that have been building for months. He appointed Plojo Rosom as the new leader of Black Sun and retired with his wife to the Inner Rim.[66]

"That Which Survives"

Princess Gabriella Storm called for the reunification of Dark Empire and Galactic Empire[67] On Year 3 Day 220, Black Lodge resigned the Galactic Empire in protest of the merger and disappeared from the annals of galactic history.[68]

With the decline of the Hutt Council, Major Wehr was assigned elsewhere by the Imperial High Command. He was tasked as commander of the 5th Army Battalion to undertake brutal anti-partisan operations during the uprising on the planet Ando. Under Wehr, the 5th Battalion developed a reputation of ruthless efficiency and showed no mercy to enemies of the Empire. The rebels also tried in a misguided attempt to attack Berchest, to target the headquarters of the sector government under Victor von Ismay and the 5th battalion. Strong Imperial forces were fully prepared and ready for the Battle of Berchest. The Army was drawn up and ready to repel any of the unfortunate rebels that might have escaped past the Imperial Navy and landed on the surface, when word spread that Emperor Charon was overthrown by the puppet Count Greyson Uebles and his master Vodo Bonias. Dante was disillusioned by what he saw and joined the mass exodus of officers that left the Empire, the 5th and much of the Imperial armed forces dissolved quickly in the aftermath. Dante went into retirement and was not heard again until Year 10 now when he saw the Empire's need and returned as an Major in the Imperial Army to serve as Commander Officer (CO) the 3rd Imperial Legion.[13]

"The Hutt Cartel"

1) I was a longer serving Imperial member at the point in time (around 4 years). My day job was the Imperial Army but had ties to Imperial Intelligence. ISB looks after internal affairs while II is the external apparatus of Empire. As a result I reported to II but directly to Charon if needed.

2) I cannot remember much about the incident but I would of served as the liaison between the Hutts and Empire for this matter and negotiated what the conveyed what the Hutts requested and responded with the Empire's position. I wasn't involved directly in the handover and don't remember what happened afterwards.

3) Those were dark days as Charon was forcibly replaced. I don't know the politics afterwards as I quit the combine in protest as did most of the Officer Corps. Entire military units deserted completely to other cmg's or left the combine completely. As I said, I quit the game at year 4 and didn't return until recently year 11. The Hutts were good allies of the Empire and stood by Charon, I would of imagined they were punished later on by Vodo if they stupid enough to stick with the Empire still.

4) Imperial relations with the Hutts were good, this allowed us to de facto keep the Tatooine system under our control with minimal Imperial forces. I don't recall how the Council worked but I do remember we worked closely together and regularly shared intelligence and coordinated strategy / politics in the Galaxy.

1) I don't remember where [Serj Seinwill captured me]. The how is basically how it was described in the GNS post. I was ordered to board a ship by my superior. And the pilot turned out to be a traitor. But since at the time I was quite unimportant, I was out very quickly.

2) I never had anything to do with Kuraine. I worked for the Jedi Praxium at the time. And Serj Seinwill has been plotting to overthrow almost everybody, so it wouldn't surprise me.

[...] This is all a few years in the past now, but as far as I can remember and am aware of it, the DE's policy regarding the Hutt Council was quite simple. They were an alien group and siding with the GE. So they were an excellent case to stress how the DE saw the GE as "weak" and not true to Imperial standards. Actually it was more about making a point regarding DE vs. GE and true imperial values than the Hutt Council itself.
